Description

Northern Region Contracting Center intends to negotiate on a sole source basis with GAIA Communications for the acquisition of Kwikpoint Iraq Visual Language Survival Guide (JFCOM version), Kwikpoint Multi Police Visual Language Guide Translator and Kwikpoint Medical Visual Language Translator(JFCOM version), quantity 12,000 each. The guides and translators shall be a multiple folded card printed on synthetic paper allowing face-to-face communication and require no formal training. The Translators r equire no language skills. The Iraq Visual Language Guide allows users to speak a phrase phonetically or point to it, while a response is given by pointing to a picture. Features include Iraqi and Middle East map, Ambush and Booby Trap graphics, over 100 c ommands and controls, key words and military phrases in Iraqi Arabic, Kurdish and Farsi through English phonetics and translation. The Multi Police Visual Translator features ID and Physical Characteristics panels to allow anyone to provide description of missing persons or criminals. Burglary, robbery, DWI, and other crimes allow report of a criminal activity. The Medical Visual Language Translator features panels for symptoms: General and Head, Bite, Fall, Cut, Shot, Burned and Body chart to allow iden tification of medical problems and injuries during questioning. Also features diagnostic,treatment and medication instructions. Responses to this notice will be used to determine whether bonafide competition exists. Written responses, prices and technica l data sufficient to determine capability to meet the requirement must be received by this office within five days after this notice. If no affirmative responses are received within this time, an award will be made to GAIA. A request for solicitation will not be considered an affirmative response. Note 22 applies.
