Description

This solicitation is for the final design and construction of a standard Design: Initial Entry Training Barracks Complex consisting of five (5) Barracks buildings and one Battalion Headquarters building using the design/build process. Proposals rec eived from this solicitation will be evaluated for best value (not necessarily low price) to the Government in accordance with the following criteria listed in descending order of importance: -1)Experience a. Prime Contractor b. Design Team -2)Past Perfor mance -3)Technical Proposal Information consisting of Narratives and Drawings -4)Project Management Plans and Schedules -5)Key Personnel Resumes -6)Price -7)Subcontracting Information. NAICS Code is 236220. Time of completion is 960 calendar days. Soli citation issue date is approx. 07 SEP 2004. Proposal period is approx. 60 days and proposals are due approximately 04 NOV 2004. The scope of the project is for the design, permitting, site preparation and construction of a standard design barracks comple x for 1200 soldiers consisting of open-bay billeting space, company headquarters, classroom space and a battalion headquarters building. This project includes all supporting utilities and paving, landscaping, structural, electrical, mechanical, fire prot ection, and information systems, intrusion detection system and Anti-Terrorism/Force Protection measures. Provisions for the handicapped will be provided for in the design of the site and the battalion headquarters only. Sustainable design principles wil l be integrated into the design by LEED certified designers and construction of the project such that the project achieves a GOLD rating under the Department of Defense Sustainable Project Rating Tool (SPiRiT). This solicitation contains an option for the preferred geothermal heat pump system using vertical ground coupled heat exchangers. Comprehensive interior furnishings design services are required for administration and operations areas. Demolition consists of existing roads and parking in the site f ootprint. The estimated cost range is between $25,000,000.00 to $100,000,000.00. This project is available by CD and web only.
