Description
Notice of Intent to award to a sole source. The Bureau of Reclamation (Reclamation) has a requirement for purchase of an advanced SR-CMOS high-speed camera system able to capture greater than 2,000 pps at 512x512 full resolution, and up to 90,000 pps. The camera shall include operating software, camera cabling, and upgradeable internal memory. This high-speed camera system is needed to observe, quantify, and evaluate the affects of holding tank design and duration that entrained fish are held at Reclamation's Tracy Fish Collection Facility. The Phantom v4.2 manufactured by Vision Research, Inc was superior in performance during filming demonstrations of our unique application at Reclamation's Tracy Fish Facility for cameras within the budget allotted. Other manufacturer's cameras within this price range could not capture the image quality under normal room lighting required for our study. The Phantom v4.2 appears to exceed competitors in sensitivity and resolution with its sensor that incorporates a 22 micron pixel that is rated at 4800 ASA/ISO. This sensor design was recognized at the last SPIEE (International high-speed technologies conference) with their 'Presidential' award which goes to the biggest technological advancement of the year. The system is operated with a laptop computer and software unique to this system with upgrades provided free with Vision Research. In addition, Vision Research, Inc. has an excellent customer service and technical support office located in Seattle, WA that comes with great recommendation and has hosted my many inquires. The Phantom v4.2 comes with a 1 year parts and labor warranty. The Phantom v4.2 Camera by Vision Research has the ideal specifications (most importantly its sensitivity) to properly evaluate swimming performance as an indicator of potential negative impacts and physiological stress. The camera that was carefully selected after five invited high-speed camera vendor demonstrations is the Phantom v4.2 manufactured by Vision Research, Inc., 190 Parish Drive, Wayne, New Jersey 07470. This is not a formal solicitation. However, concerns that respond shall be able to provide proof of their capability to meet the above requirements that are necessary to meet Reclamation's needs of the solicitation. This notice may represent the only official notice of such a solicitation.
