- The Regional Contracting Department, Pearl Harbor Hawaii intends to award a sole source, unrestricted contract for the procurement of database access to the National Law Enforcement Telecommunications Systems and the National Crime Information Center. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; written proposals are being required and a written solicitation will not be issued. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. All responsible sources may submit a quotation which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Data! base (CCR) to be eligible for Department of Defense contract awards. Solicitation Number N00604-04-T-A964 is hereby issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23 and Defense Change Notice 20040513. The NAICS code is 519190 and the small business size standard is $6.0 million. The following request is a sole source to Police Department, Honolulu, Hawaii. The resulting award is intended to be a firm fixed price contract for the following items. CLIN 0001 Database access to the Honolulu Police Departments National Law Enforcement Telecommunications Systems (NLETS) and the National Crime Information Center (NCIC). Access fee based on % of shared usage of the system. The resulting firm fixed price indefinite delivery contract will be for a base period of nine months effective 1 January 2005 through September 30, 2005 (CLIN 0001) with four (4) one-ye! ar option periods (CLINS 1001, 2001, 3001 and 4001). Acceptance shall be made at destination, Navy Region Hawaii Security, 370 Fuller Way, Pearl Harbor, Hawaii 96860-4965. The provisions at FAR 52.212-1, Instructions to Offeror?Commercial; and FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, apply to this requirement., FAR 52.212-2, Evaluation of Commercial Items apply. The following factors shall be used to evaluate offers: (1) Technically acceptable, (2) Price. A single award will be made to the low cost, technically acceptable responsible offeror. The Government reserves the right to make a technical acceptability determination without discussion with the offeror. Offeror shall price all CLINs. In the event the unit price(s) and extended price(s) are ambiguous, the government shall use the indicated unit price(s) for evaluation and award purposes. Offeror shall submit a completed copy of the provision at FAR 52.212-3 and DFARS 252.212-7000 wi! th its offer.
