Description
The Internal Revenue Service intends to award a sole sourced contract for protective masks and protective throat collars from Simunition, Ltd, P.O.Box 576, Avon, CT 06001. The IRS intends to purchase 3158 each of the protective masks and protective throat collars. The reason for procuring these items on a sole source basis is that the IRS uses the Simunition FX marking cartridges and these masks and throat collars are the only ones approved for use with these cartridges. Therefore, all items purchased will be compatible with the Simunition FX marking cartridges. The protective mask provides excellent protection to eyes, ears, chin, face and back of the head but still allows the user to communicate during the simulated exercises. This design allows 280 degree peripheral vision through the scratch-resistant polycarbonate anti-fog coated visor. The shell is made of high-quality super-tough nylon. Both visor and shell are guaranteed to withstand the impact of 9mm and .38 Special / .357 magnum FX marking cartridges. The one-size-fits-all design is lightweight, easy to adjust, remarkably comfortable and can be worn with eyeglasses. The protective throat collar, FX 8000, is designed, tested and approved to offer outstanding throat protection when used with the FX marking cartridges. The collar fits snugly around the neck and is easily adjustable. The FX 8000 protective throat collar is made of high quality nylon, which is flexible, comfortable and resistant to wear and tear. It is lightweight, waterproof and easy to wash and maintain. FX marking cartridges leave highly identifiable colored marks on this specially selected material. This procurement action is being conducted under the Test Program for Commercial items, FAR 13. 5. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who identify their interest and capability to respond to this requirement, shall be considered. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile, or e-mail within 10 calendar days of the published date of this notice. Documents over 10 pages total will not be accepted by facsimile. Verification of receipt of fax and e-mail transmissions is the sole responsibility of the contractor. All Treasury contractors are required to be registered in the DoD Central Contractor Registration (CCR) database prior to receipt of an award. If no acceptable responses are received, an award shall be made to Simunition, Ltd.
