Description
NAICS Code: 541710 The U.S. Environmental Protection Agency (EPA) Office of Solid Waste (OSW), Analysis and Information Branch intends to award a sole source fixed-price purchase order using the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Toxics Use Reduction Institute in Lowell Massachusetts. The institute is made up of a combination of universities and major manufacturing companies representing the entire supply chain of the electronics industry. The purpose of this requirement is to test lead free solder processes (previously developed based on literature published by members of the Toxics Use Reduction Institute), and bring them to the manufacturing floor. The main goal of this project is to develop and refine processing techniques presently used, eliminating the use of lead in the printed wiring board assembly of personal electronic devices, such as computers. The results of these tests will support the feasibility of using lead free solder processes on various electronics in manufacturing scenarios, as well as promote the acceptance of these processes by large original equipment manufacturers (OEMs). Under this purchase order, the Toxics Use Reduction Institute shall identify a qualified circuit board manufacturer who provides circuit boards to large OEMs to conduct the testing of the lead free solder. A design experiment matrix shall be developed by the contractor based on their experience and the available resources and materials. The experimental design factors and levels shall be selected by the contractor based on (1)cost, (2) performance, (3) transferability, but at a minimum must include: PWB Finishes, Reflow Atmospheres, Solder Pastes, Component Lead Finishes, and Sn-Pb eutectic solder PWB (to be used as the control PWB). The contractor shall also publish at least two reports, one interim report after the first set of tests are complete following the reflow process, and a final report at the conclusion of the post-thermal cycling tests. The contractor shall also present test methods and results at various regional industry conferences and events. It has been determined that the Toxics Use Reduction Institute is the only vendor uniquely qualified to satisfy this requirement due to the fact that they are the only organization jointly supported by industry and environmental groups and have demonstrated the feasibility of producing visually defect-free soldering of lead free electronic components. The Toxics Use Reduction Institute has laid the foundation for this project through previous research, and this requirement is the final phase before project completion. The NAICS Code for this procurement is 541710. NO SOLICITATION OR REQUEST FOR QUOTES (RFQ) IS AVAILABLE. However, in the case where a firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the closing date of the announcement will be considered and given an adequate evaluation. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
