Description
The following questions were received from contractors, and the answers are provided as indicated: 1. (Q)What contract is the telecommunication service being procured from currently? (A)MDA416-01-C-0006/HE1260-04-M-0029 2. (Q)Is the current vendor supplying preprogrammed proximity cards? (A)Yes 3. (Q)Is this solicitation a consolidation of more than one contract that is in place currently? (A)Yes (Q)If so what are the period of performance for the existing contracts. (A)MDA416-01-C-0006/HE1260-04-M-0029 - 1 October 2003 through 30 September 2004, MDA416-03-M-0376 - 1 October 2003 through 30 September 2004 (Q)What are the contract and solicitations numbers of the existing contracts? (A)MDA416-01-C-0006/MDA416-01-R-0004/ HE1260-04-M-0029, MDA416-03-M-0376/ MDA416-03-Q-0228 (Q)What were the award amounts of the existing contracts? (A)MDA416-01-C-0006/MDA416-01-R-0004/ HE1260-04-M-0029 - W57,865,013.00, MDA416-03-M-0376/ MDA416-03-Q-0228 - $64,800.00 4. (Q)Does the government currently have equipment located in their School Bus Offices for programming the proximity cards? (A)No 5. (Q)What data will the awardee be required to preprogram on the proximity cards. (A)None 6. (Q)Is the DITSCAP accreditation required to be performed by a US Citizen? (A)No 7. (Q)What is the satisfaction of the government with the current vendor performing this work? (A)We are satisfied. 8. (Q)What Cell Phone company are the telecommunications services (voice and data) currently being procured from? (A)Communications through CRITEL by LG Telecom 9. (Q)Will electronic invoices be accepted (A)Electronic invoices are acceptable. 10. (Q)The proposal deadline is rather short and I guess companies who had participated in RFI process would have an advantage. Were there any significant activities during or after the RFI process with any of the potential vendors in terms of developing service models and system specifications? (A)No 11. (Q)How many vendors had responded to RFI before? Can we have a name of those firms? (A)We cannot provide you the information on the vendors that responded to the RFI. The email address of the firms that a solicitation was sent is listed on the email correspondence provided to you. 12. (Q)Is this solicitation intended only for U.S. firms? Or do you also intend to accept proposals from non-U.S. firms (e.g., Korean firms)? (A)Proposals are being accepted from US and non-US companies. 13. (Q)Would it be desirable or allowed to form a joint venture of U.S. prime contractor and Korean local subcontractor or joint venture partner to undertake this project? (A)It is up to the contractor how he will manage the requirement or who he will subcontract to. 14. (Q)Is there any incumbent service provider at this time? (A)Critel Inc., 8 FL, Shilla Technovill, 39-3 Dang-Dong, Gunpo-City, Gyounggi-Do, 435-010, is the current service provider. 15. (Q)Is it allowed for a potential vendor to discuss the proposal details or work with Critel or ID Teck for this project? (A)Your action should be handled with the greatest Procurement Integrity. Critel is a competitor on this requirement, and therefore, if you are submitting a proposal and Critel is submitting a proposal, then there could be some problem with your proposal. NOTE: THE DEADLINE FOR ANY FURTHER QUESTIONS IS 25 AUGUST 2004. The contractor shall provide services in South Korea to sustain the operability twenty four (24) hours a day and seven days (7) days a week of an automated vehicle locating system, referred to as the Korea Vehicle Tracking System (KVTS). The contractor shall resolve equipment\hardware malfunctions within a three (3) day resolution time, twenty-four (24) hours per day and seven (7) days per week. The contractor shall respond with successful solutions to technical questions presented by the Government to include military and Department of Defense Dependents Schools Pacific (DoDDS-P) offices, Monday through Friday during normal working hours (07:30AM-04:30PM) in English and/or Korean. The contractor shall ensure the KVTS is accredited and remains so in accordance with the Department of Defense Information Technology Security Certification and Accreditation Process (DITSCAP). The contractor shall ensure end users are properly trained to operate the KVTS. The contractor shall provide all telecommunication services. The contractor shall provide pre-programmed proximity cards. All logistical and administrative costs shall be paid by the contractor. Please review the solicitation, and provide us your written proposal no later than 30 August 2004, 1:00 PM, Japan Standard Time (JST). Please accomplish the followings: (a) Complete blocks 12, 17a, 17b, and 30a through 30c of Standard Form 1449 (page 1)of the solicitation. (b) Complete Section II, Schedule - Section B in its entirety (page 5)of the solicitation. (c) Prepare and submit Contractor's Quality Control Plan. (See paragraph 6.6, page 12 of the PWS of the solicitation) (d) Comply with the Offeror Submission and Evaluation portion as identified in Section VII, on pages 41 through 47 of the solicitation. (e) Comply with the Representations and Certifications as identified in Section VIII, on page 48 of the solicitation. (f) Prepare and submit a Technical Proposal in accordance with the instructions outlined in Addendum to FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jan 2004), on pages 45 through 47 of the solicitation. (g) Complete Attachment 1, Past Performance Questionnaire on pages 49 through 54 of the solicitation. Have three (3) Government or Commercial customers for whom you have provided similar services in the recent past complete the Questionnaire. Three (3) Past Performance Questionnaire from your Government or Commercial customers shall be submitted along with your proposal. All documents shall be submitted in the English language.
