Description
As a result of questions asked from an offeror, this requirement is amended to provide the following clarifications: I. TECHNICAL QUESTIONS: QUESTION: Reference I. SOFTWARE SUPPORT, A.1: 1. The Government requires that the Contractor make available any "patches" and future software updates and releases and supporting documentation as provided by the original manufacturer over the life of the contract. and 2. Reference I. SOFTWARE SUPPORT, A.2: Software updates shall include documentation, corrections, updates, enhancements, and the right under this contract to successor products. Successor products, i.e., new software level releases, if accepted by the Government will be provided at no additional charge. As the Government is running Version 6.2 and the current VMS version is 7.3, the purchase of an H kit will be required if the Government intends to update the software. In addition, a different part number (QR-SMPVU-??) will need to be added to the list for updates. If the Government intends to stay at Version 6.2, then the Government will need to pay for prior version support (best effort). Please advise. ANSWER: The Government understands that if it intends to stay at Version 6.2, then the Government will have to pay for prior version support. QUESTION: Reference I. SOFTWARE SUPPORT, B.1: 3. It is the responsibility of the Contractor to provide a level of support necessary to ensure that system problems do not cause downtime. Please clarify "ensure that system problems do not cause downtime". ANSWER: The Government has modified the Statement of Work and has deleted the following sentence from the SOW: It is the responsibility of the Contractor to provide a level of support necessary to ensure that the system problems do not cause downtime. QUESTIONS 4 thru 12 supercedes the questions that were posted on July 29, 2004. 4. Section II QUESTION: What software components? Please specify the applications, versions, and their function. ANSWER: Cobol, FORTRAN, C, DEC FMS, Basic and VMS operating system 5. QUESTION: How many servers carry out these tasks? ANSWER: two (2) 6560 vax computers (production) one (1) 6620 vax computer (hotsite backup) one (1) 8200 alpha computer (production) 6. Section II QUESTION: Same question, what software, and subroutines are required to be supported? ANSWER: Cobol, FORTRAN, C, DEC FMS, Basic and VMS operating system 7. QUESTION: What is the health of these applications? ANSWER: Software is in good working condition. 8. QUESTION: Are these applications being updated or continually upgraded with new code? ANSWER: Software is occasionally upgraded to keep up with the current standards. 9. QUESTION: Please provide the current operational status of these servers and the applications. How many users per day use these servers or applications? How critical are these servers? ANSWER: All computers except the backup one are critical for everyday work at the USUHS site. The systems are in good working order as is the system software. There are around 30-35 users accessing the 3 systems each day. 10. QUESTION: Approximately how many trouble calls will be initiated per day/week/month? ANSWER: There are hardly any trouble calls initiated for system software; there may be a few calls from users who are having trouble with their specific programs/procedures but these are taken care of by the system manager. 11. QUESTION: What are the current problems if any with the current vendor that supports this infrastructure? ANSWER: None 12. QUESTION: Please define more clearly the expectations for proper operation of these servers at the operating system level to the application level. For example, if these servers carry out FORTRAN jobs specified to run at certain times of the day and they fail, at what level will we be required to resolve this issue? Obviously our firm did not write the code, but we are capable of troubleshooting fundamental VAX/VMS operating system and network issues. It is very necessary for us to set an expectation of what is required of us in the event of a trouble call. Please provide as much information on the VAX/VMS environment to help us ascertain if we are capable of providing a good level of support. ANSWER: The systems have been operating free of problems for a very long period of time now – over a year in fact. The system manager takes care of anything that comes up usually. There are cases when a problem will require more advanced support and that is why a software contract is being initiated. II. TECHNICAL CAPABILIYY 1. The Government has modified the technical capability. Technical capability will be based on Qualifications and Management Plan. The Preventive Maintenance (PM) Plan has been deleted.
