Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION ARE INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, Nonmagnetic Ultrahigh Vacuum Sample Manipulator to be used in the Process Measurements Division at NIST, Gaithersburg, MD. *** ***All interested offerors shall provide a quote for the following line items: Line Item 0001: The Contractor shall furnish one (1) each, Nonmagnetic Ultrahigh Vacuum Sample Manipulator. The Nonmagnetic Ultrahigh Vacuum Sample Manipulator shall meet or exceed the following specifications: (1) General: a. Orientation: Vertical; b. Direct, sample cooling with liquid nitrogen; c. Sample heating to >600 degrees C; d. Vacuum environment: Ultrahigh (1 nPa, nom.). No cast materials in fabrication; e. Ultralow magnetic permeability of sample platen, dock, support arm, and all services to platen (including but not limited to heating, cooling, and temperature monitoring). Key elements, as noted below, shall be constructed exclusively from tantalum, copper, titanium, molybdenum and nonmagnetic ceramics, unless otherwise approved by NIST; f. Flanges: Chamber interface with 6 inch standard ConFlat-type or equivalent with clearance holes ("base flange" below). Traveling flange of 2.75 inch standard ConFlat-type or equivalent; g. Unit operating temperature: Bakeable to 200 degrees C or higher; h. Vendor shall provide detailed mechanical drawings of system for approval prior to manufacturing; i. Manipulator shall be delivered eight weeks after approval of final drawings or sooner; (2) Motion: a. Horizontal motion(x and y): +/-0.5 inch with preloaded micrometers with 0.1 mil divisions; b. Vertical motion (z): 3 inch with 0.1 inch (nominal) per turn of control; c. Polar rotation: 360 degrees on a two-stage, differentially pumped rotary platform. Vernier control with fine adjust; d. Flanges: 2.75 inch standard ConFlat-type or equivalent base and rotating flange (1.5 inch inner diameter). 1.3 inch standard ConFlat-type or equivalent pump out flanges on rotation platform; (3) Sample transfer platen and support.; a. Platen and supports shall be constructed of nonmagnetic materials, as specified in (1e) above.; b. Two platens shall be provided; c. Platen must be capable of passing through 3 inch long, 1.4 inch diameter tube; d. Platen must be capable of holding 1 cm diameter circular sample; e. Platen must be of standard circular construction sample-transfer with locking-clip transfer mechanism, per specification (3f); f. Must be compatible with standard, two finger axial transfer fork that can receive the platen, per specification (3g); g. Platen thickness shall not exceed 50 mils and have radius of 0.63 inch and mounting insert of 0.28 inch diameter and 20 mil thickness; h. The center of the sample platen must be 6.5 inches below the bottom side of the base flange (1f) when the z-axis, vertical motion (2b) is one inch from maximum extension. (4) Docking Station and Support Tube.; a. Shall be able to receive platen described above; b. Docking station support and all services within 8.5 inches of the bottom of the platen/loading dock and constructed from nonmagnetic materials as described in (1e) above; c. Support tube 1.0 inch outer diameter or smaller; d. Support flange to interface with traveling flange of rotation stage described in (2); e. Entire docking station and support must pass through 2.25 inch diameter opening; f. Platen/docking station shall be constructed from Cu/Ti bimetallic element, or comparable metal pair that increases tension with decreasing temperature. (5) Cooling system; a. Cooling of sample stage to -165 degrees C or lower using liquid nitrogen; b. Standard VCR-type or equivalent connectors external to vacuum, mounted on a 1.3 inch standard ConFlat-type flange; c. Thermal barrier between platen and base flange; d. Nitrogen-carrying tubing to pass through platen support; e. Nitrogen-carrying tubing must be nonmagnetic as specified in (1e) above; f. Thermal isolation of supports from docking station.; g. Temperature monitored with conventional Type-T thermocouple that can be attached near the front of the platen. Type-T vacuum feedthrough to be supplied; (6) Heating; a. Radiative Heater Element; b. Electrically isolated from platen; c. All heating elements must be nonmagnetic, as specified in (1e) above; d. All required feed-thrus, connectors, and internal wiring; e. Capable to heat sample to >600 degrees C; and f. Temperature monitored with a NIST-supplied Type-S/R thermocouple (Pt:Pt/Rh) that is embedded in docking station, but without line of site to heater. Type-S/R vacuum feed through to be supplied by vendor. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award shall be made based upon technical capability and price. Technical capability and price shall be of equal importance. *** ***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. *** ***The following clauses apply to this acquisition: 52.204-7 Central Contractor Registration; 52.212-4 Contract Terms and Conditions?Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items including subparagraphs: (13) 52.222-3, Convict Labor; (14) 52.222-19, Child Labor-Cooperation with Authorities and Remedies; (15) 52.222-21, Prohibition of Segregated Facilities; (16) 52.222-26, Equal Opportunity; (18) 52.222-36, Affirmative Action for Workers with Disabilities; (21) 52.225-1, Buy American Act-Supplies; (24) 52.225-13, Restrictions on Certain Foreign Purchases; (29) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. All clauses may be viewed at www.acqnet.gov. *** ***All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; 2) Two (2) Originals of the Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.acqnet.gov. *** ***All quotes must be received not later than 3:00 PM local time, on September 3, 2004 to the National Institute of Standards & Technology, Acquisition and Logistics Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 3571, Gaithersburg, MD 20899-3571, Attn: Jennifer Roderick. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery must be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus must assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested you?re your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed quotes will NOT be accepted. ***
