Description
INTRODUCTION: The Office of Civilian Radioactive Waste Management (OCRWM) within the Department of Energy (DOE) has been given responsibility by the U.S. Congress to develop a geologic repository at Yucca Mountain, Nevada for disposing of the nation's high-level radioactive waste. OCRWM is supported in this effort by a prime Management and Operating (M&O) contractor, currently Bechtel SAIC Company, LLC, (BSC). OCRWM also contracts with other contractors for specific parts of the project. To be deemed pre-qualified to receive the RFP, potential bidders are invited to provide such documentation necessary to demonstrate ability to meet each element of the Yucca Mountain Project (YMP) specific pre-qualification criteria set forth below. The contemplated subcontract will include, but is not necessarily limited to, the following information and criterion. BACKGROUND INFORMATION: The BSC management is in the process of seeking a software solution for measuring, monitoring, and reporting performance (a dashboard) for our project. Additionally, BSC wishes to obtain information related to software solutions for controlling and reporting performance metrics. SCOPE OF WORK DEFINITION: 1) Technical information for installing, testing, operating, and maintaining the software solution including: - Interface constrains and limitations with other software and software products that may be used to export and report the performance data - Required hardware and software platforms - Constrains and limitations for concurrent users for both data entry and reporting - Web/Intranet deployment constraints and limitations - n-tier architecture - Languages/tools - Database - Security - Integration strategy - API's supported - WS-I (Web Services Interoperability) support or plans - Upgrade strategy and tools - Customization strategy 2) Capabilities and limitation for: - Metric definition, development, and control including revisions and cancellations - Metric reporting - Setting performance levels and weighting the performance ratings of lower tier metrics for roll-up to upper-tier metrics - Distributing/viewing metric definitions - Documenting and tracking of actions taken to correct status - Archiving historical data and metric definitions - Reporting, formatting, and writing metric performance analysis and actions taken to correct status 3) Capabilities and limitations for: - Data collection detail, levels, depth, accumulation, etc. - Developing custom and individual metric panels/reports - Tracking performance analysis and corrective actions over time - Reporting and trending historical data, analysis, and corrective actions - Reporting revision history - Defining calculations - Statistical analysis of data - Plotting data and producing charts and reports - Developing ad hoc data queries - Developing and producing standard reports for management - Capturing and reporting data related to the performance indicator system itself - Performing data security PLACE OF PERFORMANCE: The work is to be performed at BSC's on-site offices located in Las Vegas, Nevada. PERIOD OF PERFORMANCE: BSC anticipates issuance of an RFP at the end of September 2004. The anticipated date for award of the subcontract is November 2004 with a Notice to Proceed provided at that time. PRE-QUALIFICATION REQUIREMENTS: To be deemed pre-qualified to receive an RFP, potential bidders must demonstrate the following listed minimum pre-qualification element requirements: 1. Vendor background and experience in developing software for measuring and monitoring performance of organizations and processes. This includes information on the ability to support the installation, modification, testing, operation, and maintenance of software used in a large technical organization spread throughout the United States. The vendor?s long term market and product vision including: - History of releases with summary of enhancements by release - Proposed enhancements for next two releases - Methodology used to generate and qualify enhancements for future releases 2. A description of software licensing policies includes licensing requirements, and options. 3. A description of software support policies including: - Staffing/Organization - Location(s) - Tools used - Service levels offered - Service packages offered - Access methods (phone, web, etc) - Severity levels - 12 month backlog summary by month - 12 month severity time to close by month - Definitions of closure PRE-QUALIFICATION PROCESS: BSC will evaluate the respondents to validate that the minimum pre-qualification requirements as stipulated in this pre-qualification have been met from the perspectives of (a) technical requirements, (b) corporate experience, and (c) personnel experience. EXCLUDED PARTIES LISTING SYSTEM: Respondents shall affirm that its company is not listed on the U.S. Government?s List of Parties Excluded from Federal Procurement and Non-Procurement Programs, and confirm that it is not aware of any current action by the Government that would preclude its company for participating in this project. RESPONSE SUBMITTAL: Three (3) hard copies of the Respondent's submittal, and one submission via e-mail, are required no later than 4:00 p.m. (PDT) on August 30, 2004.
