- This synopsis represents a market survey for the National Institutes of Health, Clinical Center which is seeking to identify qualified and responsible small businesses, small disadvantaged businesses and SBA certified HUBZone or 8a firms with the technical competency to perform janitorial cleaning services as further described below for the Clinical Center (CC) at the National Institutes of Health (NIH). Firms responding to this sources sought synopsis should also specifically indicate whether they are a small business, small disadvantaged business or an SBA certified HUBZone or 8a firm. THIS IS NOT A REQUEST FOR PROPOSALS AND THERE IS NO SOLICITATION DOCUMENT AVAILABLE. The applicable North American Industrial Classification System (NAICS) code is 561720 (small business size standard is $14 million dollars). The new Mark O Hatfield Clinical Research Center (CRC) as part of the Clinical Center (CC) will serve as the focal point for all clinical research studies requiring inpatient and day hospital services for all of the Institutes of the National Institutes of Health. The building will house patient care units, laboratories and offices and will consist of 242 inpatient beds and 83 Day Hospital stations. The CRC is presently under construction but will soon be completed and opened later this year. The estimated square footage in the CRC that will require cleaning will range between 650,000-700,000 square feet. Cleaning services will be required on a seven day per week basis, 365 days per year. Services that will be required include, but are not limited to the following: 1) patient room cleaning 2) office cleaning 3)research laboratory cleaning 4) operating room cleaning 5) public and ancillary room cleaning 6)cleaning for and around extremely infectious diseases 7) garage and grounds cleaning. There will frequently be the need for multiple types of cleaning in multiple locations to be done simultaneously. The vendor must also have verifiable experience in cleaning occupied research laboratory areas. Interested small businesses, small disadvantaged businesses and SBA certified HUBZone and 8a firms are encouraged to submit capability statements which specifically address ALL of the following items. Please note that failure to specifically address each of the items below in your capability statement may affect further consideration of your capability statement. The capability statement shall be in sufficient enough detail so that the Government can determine the capability of your firm. The capability statement must specifically address ALL of the following information, otherwise no further evaluation of your capability statement will be performed : The capability statement must clearly demonstrate that the vendor has passed two consecutive Joint Committee for Accreditation for Healthcare Organizations (JCAHO) surveys with no deficiencies in the housekeeping department at a present client hospital of more than 300 beds. This is crucial because of the outstanding reputation of the NIH and the Clinical Center. At least five past performance references-including name of organization to whom the cleaning services were provided, size of facility cleaned, total dollar amount of contract, period of performance of contract, name and telephone numbers of individuals to contact for past performance references. The list should be of accounts which are as similar as possible to the National Institutes of Health Clinical Center. At least one of these past performance references should be from a medical research institution which does both bench and clinical research and the offeror has cleaned both types of research laboratories. A research laboratory is one in which tissue, fluids or data is obtained from a patient or animal and used for research and not diagnostic purposes. A pathology laboratory in a hospital doe not qualify as a research laboratory. The vendor will have to specifically demonstrate in their capability statement that they have cleaned the research laboratories as well as the patient care areas. The contractor shall have five years or more doing housekeeping in a hospital of 300 or more patient beds within the past seven years. The contractor shall fully explain the processes and procedures used by their company in cleaning that facility. Further, the capability statement must specifically demonstrate that the vendor has experience cleaning in situations with rare and deadly diseases. Experience in dealing with SARS is preferable. Personnel/Training: The capability statement should clearly and explicitly demonstrate that the vendor has qualified personnel (especially onsite management personnel-frontline managers) who would be available for assignment to this project and possess the requisite experience/training, etc. to effectively manage this type of project. Copies of resumes of proposed onsite management personnel should also be provided. Additionally, specific information should be included in the capability statement which demonstrates that the firm has a training program which is documented and satisfies all OSHA and Joint Commission for Accreditation of Healthcare Organizations (JCAHO) requirements for housekeeping training. The training program should include developmental training for both line employees and management personnel. Describe how your firm obtains, trains and manages increasing numbers of staff over a short period of time and how adequate staffing is ensured when there are multiple cleaning functions required in multiple locations. Describe all of the various types of training provided to your staff, including the specialized training required for the cleaning of occupied research laboratories. Copies of written training policies and procedures should also be included as part of this description. Describe your organizations policies and procedures cleaning in and around strong magnets such as those used in MRI machines. The capability statement must state where and when the cleaning around the MRI machines took place. Provide detailed information that clearly demonstrates the ability of your firm to perform multiple cleaning functions in multiple locations and to clean large spaces with the square footage such as those in the Clinical Research Center. This description should also include your procedures for managing staff under potentially very short timeframes for the completion of work in these multiple locations. The capability statement shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the housekeeping services described in this synopsis. Interested organizations must demonstrate and document in any capability statements submitted extensive experience with and the ability to perform the tasks described above. In addition to the documentation described above, the capability statement may also include but not be limited to any other information that will serve to document the organization?s capability such as awards, commendations, training certificates for personnel, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is NOT a request for proposals. The Government does not intend to award a contract based on responses received under this announcement, nor otherwise pay for preparing any information sent or the Government?s use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status. Your written capability statement, including all supporting documentation should be submitted to the address in this synopsis no later than 15 days after the published date of this synopsis.
