- Description
- The National Institute of Environmental Health Sciences intends to solicit a proposal on a sole source basis with Deltagen, Inc. San Carlos, CA for the acquisition of an irrevocable, perpetual license to use 750 knockout mice, delivered as frozen embryos, sperm, and ES cells to designated Depositories, which shall act under separate contract to NIH to maintain and distribute the Material. The Depositories will distribute the Materials to academic users along with a royalty-free, fully paid-up, irrevocable, perpetual license to use the Material for non-commercial research purposes. Academic Institutions will be free to file patents on discoveries made with the Material without reach-through rights to Deltagen or any other party. The Government will also intends to acquire a non-exclusive, perpetual, irrevocable, worldwide, fully paid-up license to use and host a database containing detailed phenotyping information on all 750 mice for academic and other non-commercial purposes. Restrictions on the use of the Database for academic and other non-commercial purposes will be removed after four years. The proposed acquisition will include a non-exclusive, perpetual, irrevocable, worldwide, and fully-paid up license to publish in other works or media any of the data from the Database and to create derivative works of any of the data by extracting or reformatting all or any portion of the data, whether in its original form or any revised, annotated or modified forms. The proposed contract will provide to academic investigators world-wide access to a significant fraction of this unique line of knockout mice along with a database containing extensive phenotypic data on each of the 750 knockout lines. The estimated release date for the solicitation is mid August. The estimated receipt date for proposals is mid September.
