Description
ANNOUNCEMENT OF A DECISION TO CONTRACT WITH RAYTHEON COMPANY, ON A SINGLE SOURCE BASIS, FOR THE ACQUISITION OF ADDITIONAL INTEGRATED TERMINAL WEATHER SYSTEMS (ITWS) This Federal Aviation Administration (FAA) announcement is made pursuant to Section 3.2.2.4 of the FAA???s Acquisition Management System to advise interested parties of the FAA???s decision to acquire the ITWS from a single source, Raytheon Company. The FAA has a requirement to procure, deliver, install, and test eleven (11) additional NAS-certified, operational, and four (4) support ITWS that will include non-recurring engineering tasks, and three (3) additional Situation Displays (SD). This requirement also includes the incorporation of the Terminal Convective Weather Forecast (TCWF) product into the production ITWS that will include the hardware retrofit of previously installed sites to increase processing and display capabilities, ensuring compliance with FAA-G-2100G, Electronic Equipment, General Requirements; the continuation of logistics support to include Interim Contractor Depot Level Support (ICDLS) function; and Engineering Support Services (ESS). A system is NAS-certified after meeting the requirements in FAA Order 6000.15D, General Maintenance Handbook for Airway Facilities. Acquisition of ITWS is required to fulfill the FAA???s Terminal Automation mission needs for the Terminal Radar Approach Facilities (TRACONs), Air Route Traffic Control Centers (ARTCCs), and Air Traffic Control Towers (ATCTs). The FAA requires that ITWS be deployed to the first site, the Detroit TRACON, in the Spring of Fiscal Year 2005. The procured systems will be produced in accordance with FAA???s Integrated Terminal Weather System (ITWS) Specification, FAA-E-2900E, dated September 30, 2003. Since Raytheon developed the ITWS under PHASE I and procured, delivered, installed, and tested seven (7) operational and four (4) support systems under PHASE II of FAA???s current contract, DTFA01-97-C-00006, the NAS-certified ITWS??? are readily available for deployment in time to meet the required TRACONs' schedules. Because of these unique qualifications, Raytheon Company is the only known vendor with a NAS-certified, operationally suitable system and is, therefore, the only source capable of meeting the interim requirements in a timely and cost effective manner. Therefore, the FAA intends to award a fixed-price/cost-plus-fixed-fee modification to contract DTFA01-97-C-00006 to procure a total of fifteen (15) ITWS and three (3) SD; incorporate TCWF; provide ICDLS support/engineering services; and extend the contract???s period of performance to December 31, 2009, for an estimated contract value of $38.93M
