Description
You are invited to submit a budgetary quotation to furnish training as outlined in the attached Statement of Objectives. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. STATEMENT OF OBJECTIVES. 1. Scope. a. Training is required by the Government of Columbia in support of operating and maintaining the Boeing 737-700 (BBJ) as part of their Presedential Airlift Support fleet. Proposed training will be contractor, Type 1 Special Training, procured by the Air Education and Training Command and presented under the auspices of the Security Assistance Training Program. All aircrew instruction and technical information shall be in the English language. Maintenance training and technical information shall be in the Spanish language. b. Contractor shall provide training for 20 students (8 officers and 12 enlisted). Training requested is as follows: (1) Six pilots (all officer): Three pilots shall be trained to the Aircraft Commander and three to the Copilot Qualification level. Ground training shall include, but not be limited to, academics, cockpit procedural trainer and simulator. Flight training shall include 25 hours flight time per trainee in an aircraft provided by the contractor. The result of the training shall be such that pilots will be qualified to fly operational sorties in the B737-700 (BBJ) aircraft. (2) Three flight attendants (all enlisted): Flight attendants shall be instructed in the use of all installed equipment (audio, video, galley, etc.). All flight attendants shall be given additional training to become qualfied as instructors (train the trainer). (3) 11 maintenance/support personnel (two officer, nine enlisted): Maintenance personnel shall be trained in both organizational and intermediate level maintenance procedures (see section four for definitions). Training shall include, but is not limited to, electrical systems, hydraulic systems, propulsion, environmental control systems, fuel systems, communication/navigation, instruments, auto-flight systems, and aircraft and non-destructive inspections. Training shall be conducted in Spanish. This requirement can by met by use of a Spanish-speaking Instructor or use of a translator. c. All training for operator and maintenance crews will be held in the United States in contractor-provided facilities. All flight training, maintenance hands-on-training (HOT) and instructor training will be conducted in the United States in contractor-provided facilities using aircraft and equipment provided by the contractor. d. Training shall begin approximately Jan 05 and complete in Mar 05. Completion of training by the end of Mar 05 is the limiting factor. Commencement of training can be accelerated if needed to meet this completion date. B-737-700 (BBJ) flight training and all HOT shall be conducted at a contractor facilty using a contractor-supplied aircraft. (Note: All dates are tentative). 2. Student Prerequisites. a. All personnel to be trained will be experienced and qualified in their respective specialty skill areas. Pilots will have operational experience in multi-engine jet aircraft. Flight attendant candidates will have operational experience as flight attendants on other aircraft types. Maintenance officers/crews will have prior experience as maintenance officers/avionics officers/engineers/maintenance specialist. b. All aircrew will have current class III physicals and hyperbolic chamber certifications before beginning training. They will have an English Comprehension Level of 80 prior to arrival at the contractor facility. c. Maintenance personnel will not require English comprehension as all training will be conducted in Spanish. 3. Student Support. a. Student Housing: The contractor shall provide suitable housing for the students during CONUS training periods. Officers shall be provided their own room. Enlisted will normally be housed two per room. Housing will not be provided for accompanying dependants. b. Student Ground Transportation: For CONUS training, the contractor shall provide ground transportation to and from the airport serving the contractor?s facility. The contractor shall also provide ground transportation between the training facility and the students? quarters. NOTE: Students are not allowed the use of rental vehicles obtained under any contract resulting from this P&A. 4. Additional Information. a. English Comprehension Level Codes. 70-79 ECL - Minimum Technical Proficiency ? Participates effectively in all general conversation, discusses particular interests, in his special field, without making errors that obscure meaning. 80-89 ECL - Full Technical Proficiency - Speaks the language fluently and accurately on all levels pertinent to military service needs without errors of pronunciation or grammar that interfere with ease of understanding. b. Maintenance Levels. Organizational Level Maintenance. The responsibility of, and performed by, a using organization on its assigned equipment. It normally consists of inspecting, servicing, lubricating, adjusting, and replacing parts, minor assemblies, and subassemblies. Some organizational maintenance responsibilities may be assigned to equipment operators. Intermediate Level Maintenance. Normally the responsibility of, and performed by, designated maintenance activities for direct support of using organizations. It normally consists of calibrating, repairing, or replacing damaged or unserviceable parts, components, or assemblies; modification of material, emergency manufacturing of unavailable parts; and providing technical assistance to using organizations. Intermediate level maintenance is normally accomplished by the using command in fixed or mobile shops, or by the dispatch of specialists from the shops to the using organization. Intermediate level maintenance is sometimes indistinguishable from organizational level maintenance and, at times, there is no need to draw any distinction between these two.
