Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA8630-04-R-5071 and the solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2004-0804. Requirement description and delivery dates are noted below in the Specification. The provision at 52.212-1, Instructions to Offerors-- Commercial, applies to this acquisition. In accordance with the provision at 52.212-2, Evaluation--Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability to meet the Government requirement; (ii) price; and (iii) past performance (see FAR 15.304). Technical and past performance, when combined, is approximately equal to cost or price. The offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders--Commercial Items, applies to this acquisition. SPECIFICATIONS FOR MAINTENANCE VANS Standard Features: Power train 46RE four-speed automatic transmission + 5.2 liter magnum (R) SMPI V8 engine GVWR, towing suspension 3:92 axle ratio + 9:25 heavy-duty rear axle 8700 pound GVM rating + 4,000 pound front axle, heavy-duty suspension group comfort convenience. Exterior, dual manual remote control 6X9 black mirrors + front next generation air bags interior rearview day/night mirror + tinted windshield glass tinted glass on all windows. Tires/wheels: Spare steel + 16 x 6.5 wheels, winch tire carrier + LT225/75R16-E BSW all season tires, sound system including am/fm radio and cassette player + four speakers additional options/packages + rear heavy-duty shock absorbers + rear doors glass. 120-MPH primary speedometer + painted grille lower body side and rear strips front heavy-duty shock absorbers auxiliary transmission cooling 600 amp battery, 120-amp alternator key in ignition/seat belt warning buzzer, no rear seat packaged ordered, base headliner module, oil pressure gauge, front door tined glass, 35 gallon fuel tank, painted front bumper, cargo compartment lamp, painted rear bumper, black vinyl floor covering, driver/passenger cloth- trimmed seat, scissor-type jack, two speed intermittent mode windshield wiper system, side cargo doors with caliper latches, cigar lighter located in instrument panel, low washer fluid warning signal, exterior halogen headlamps, front installed door trim panel, heavy duty engine cooling, color-coded front compartment garnish sport steering wheel, instrument panel lower skirts, vinyl sun visor, horn, power-assisted steering, full size spare tire with winch carrier, engine cover console, door sill scuff pads, front disc brakes and rear drum brakes with rear-wheel antilock. Class IV 12,000 pound maximum, largest travel trailers made for recreation. Weight distributing hitch is required as indicated by weight classification three types of hitches that are required. The color should be: Hydro Quebec blue or Patriot blue. Require a spare parts listing for two (2) years of spare parts, spare tire, tire jack, tire wrench and fire extinguisher. Three (3) sets of manuals per vehicle are also required.
