- This is a PRE-SOLICITATION notice. The SOLICITATION will be posted to this site approximately 28 JULY 04.The project consists of, but is not limited to providing: 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. -Air Force voluntary off- duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided, 2. PERIOD OF PERFORMANCE: Contract start date is 1 October 2004 through 30 Sep 2005. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Masters degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is desired. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity with; Microsoft Word, PowerPoint, and Excel is required. Resumes and transcripts shall be self-certified by the contractor. 4. WORK HOURS/DAYS: The government will determine the number of units to provide the services identified in this Statement of Work and will notify the contractor with the intended schedule no later than 24 hours prior to the designated work unit. Normally an n average of SIX units (between 5 and 7) will be worked per week. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F. Normally, work units are scheduled in the same workday (0800-1200 hrs and 1200-1600 hrs). It is estimated that six (6) units will be required per week and that each unit will require 4 hours. Individual performing work under this Statement of Work shall not be considered an employee of the government. 5. GUIDELINES: Tasks to be accomplished include advising on tuition assistance, i.e., eligibility, semester hour caps, annual caps, and VA Top Up supplement program. Advising on financial assistance for education including federal grants and loans, scholarships and stipends. Advising on policy concerning funding of certificates, licenses or diplomas. Advising on Community College of the Air Force requirements and developing degree plans for completion. Advising on distance learning options available for education. Advising on AF requirements for continuing to receive tuition assistance. Advising on Airman Education and Commissioning program, Officer Training School, Reserve Officer Training Corp (ROTC) scholarships and non-scholarships, Education Leave of Absence Program (ELP), and assisting with preparation of applications. Advising on Air Command and Staff College programs, Air War College programs and Squadron Officer School programs, as well as the Aerospace Basic Course requirements. Advising on teacher certification options and the Troops to Teachers program. Advising on the Montgomery GI Bill and other VA education options. Advising on the College Level Examination Program (CLEP), Defense Activity for Non-Traditional Education Services (DANTES) tests, Excelsior tests plus a variety of vocational and aptitude tests, e.g., Strong, Kuder, and Campbell. Tasks are further referenced in AFI-36-2306 and all other pertinent Air Force, Air Mobility Command, DANTES and local command policies and publications, all of which are available for review at the Education Center. Initial preparation would require the Contractor to have read ~AFI-36-2306 and to become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. All firms or individuals responding must be registered within the Central Contractor Registration (CCR).
