Description
The U. S. Army Tank-automotive and Armament Command-Picatinny, New Jersey, has a requirement for augmentation of Picatinny?s in-house boiler operating crew in monitoring boiler and water treatment operations on temporary boilers that are currently being rented from Premier Energy Services, Inc., Woodstock Georgia, under Purchase Order No. DAAE30-03-M-0284. An oral solicitation will be issued on a sole-source basis to Premier Energy Services, Inc., under FAR 6.302-1, using simplified acquisition procedures. Because they own the boilers, designed the layout for the installation of the boilers, and installed the boilers and all associated utility appurtenances, Premier has a unique capability to perform the required services and no other source can satisfy the Government?s requirements. Under the current order, the Government is responsible for operation and maintenance of the rental boilers. Procurement of the required services from Premier during the upcoming Fall 2004 - Winter 2005 heating season will significantly reduce the risk to the Government for the cost of repairs that are attributable to the Government?s operation and maintenance of the boilers. A separate purchase order is being contemplated because a modification to include the required services under the current order would exceed the simplified acquisition threshold. The period of performance is planned to be a total of 10 months, which may include one or more options. Award is anticipated in early September 2004. See Note 22.
