Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a contract on a sole-source basis to Intelligent Automation Corporation, San Diego, CA, pursuant to FAR 6.302-1. This action is being pursued on a sole-source ba sis because the Government believes that Intelligent Automation Corporation is the only contractor with the intimate knowledge of the operation of the Biomonitor Expert (BME) program and U.S. Army Center for Environmental Health Research (USACEHR) biomonit or, and since the biomonitor has not yet been sold directly as a commercial product, Intelligent Automation Corporation is truly in a unique position to provide the required biomonitor operations support. Biomonitor hardware maintenance and Biomonitor Exp ert (BME) software support is required for two aquatic biomonitor field operations at Fort Detrick and Old O-Field (Aberdeen Proving Ground, MD). Duties at both facilities include: maintenance (filter flushing/cleaning, aquaculture maintenance, water qua lity probe maintenance and calibration), fish change-outs, bi-weekly report generation with graphic representation and interpretation, consultation concerning unusual events with USACEHR and on-site personnel, remote data monitoring and analysis and on-sit e evaluation, and coordination of toxicity verification and follow-on sample analysis. Fish (bluegills) must be collected or purchased, acclimated to site conditions, and replaced as necessary. Also required is testing support for follow-on to field oper ation contamination incidents or unanticipated biomonitor operational problems. Typical biomonitoring testing includes disassembly, cleaning, and reassembly of the biomonitor system, test initiation, chemical preparation and delivery set-up, initial monit oring, test maintenance, water chemistry measurements, test observations, and diluter system operation, test termination, data archiving and analysis. USAMRAA intends to award this requirement under Simplified Acquisition Procedures. The performance peri od is for 20 hours a week for a period of one year beginning approximately 1 October 2004.
