Description
This is a combined synopsis/solicitation for various commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-04-R-0087 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-13. The solicitation shall be awarded on a sole source basis to Aero Simulation Inc, Tampa, FL 33605 in support of Device 2F168 S/N 1 and S/N 2. The NAICS Code for this solicitation is 541330 with a size standard of $23M. The following items are required: CLIN 0001, Engineering Change Proposal for 30 Degree flaps aero model tuning for Devices 2F168 S/N-1 and S/N-2. The Engineering Change Proposal shall contain proposed changes to the contract SOW 990044 and CDRLs documenting any pertinent changes resulting from the requested modification. The C-2A aero model is currently unrepresentative of the aircraft in Flaps 30? approach configuration. The AOA indicator readings in units for the Flaps 30? power approach versus airspeed at various gross weights are inaccurate. Review the flight characteristics of the 30-degree flap configuration and 20-degree to 30-degree transition performance and utilize C-2A NATOPS angle of attack relationship criteria data to deliver a representative Flaps 30? aero module. Shipments shall be made to Orlando, FL 32826, delivery NLT 60 days; acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3 ALTERNATE 1, 52.212-4, 52.212-5 (Dev), 252.212-7001. The following clauses of DFARS apply: 252.212-7001 and 252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH THE QUOTE: FAR 52.212-3 AND DFARS 252.212-7000. The following clauses also apply: DFARS 252.204-7004, "Required Central Contractor Registration". The DPAS rating for this solicitation is N/A. See Note 22 (forty-five days is changed to read fifteen days).
