- SPAWARSYSCEN Charleston has a requirement for engineering development, design, procurement, fabrication, configuration, installation, integration, logistics, maintenance, and life cycle support services for Electronic Security Systems (ESS). Functional components of the required systems may include management systems (software applications, computers, displays); ground sensors and surveillance (perimeter, interior, seismic, acoustic, magnetic, IR, imagery); information transfer systems (communication systems, radios, wireless, infrastructure, provisions for Network Security (LANs/WANs, routers, hubs)); crisis/consequence management systems; electro-mechanical security devices and subsystems; command, control, communications and intelligence subsystems and peripheral hardware. These systems will support the operational requirements of high value Navy and other Government activities where security is of high or vital interest. The contractor will be required to maintain a SECRET security clearance during performance of this contract. The contract will be a performance based, Indefinite Delivery, Indefinite Quantity, Fixed-Price type contract with Completion and Level of Effort type task orders. The contract will be issued for a base year with four one-year option periods. This procurement will be 100% small business set-aside; applicable NAICS code for this requirement is 561621 with a size standard of $10.5 million. The IGE for this effort is estimated to be $29 million. The Government reserves the right to make multiple awards under this RFP and intends to make award to the acceptable offeror, and/or offerors, whose total offer on all items is most advantageous to the Government considering price, past performance, corporate experience, and technical factors. The Government has posted a draft Statement of Work related to this planned procurement on SPAWAR's Business Opportunities Homepage under the SPAWAR Systems Center Charleston Future Opportunities Section at the web page address link noted below. The Government may be updating its document prior to formal release of the RFP. The anticipated release date of the subject solicitation is scheduled for 20 SEP 2004. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). All potential offerors will be notified of any changes to this procurement once they are registered for this solicitation number on the E-commerce website. No paper distribution of these documents will be provided. All responsible small business sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
