- NASA/JSC has a requirement for upgrade for an eighteen (18) channel x one (1) channel MISO (multiple in, single out) upgrade for an existing Digital Vibration Control System consisting of the following: (1) Desktop Acquisition/Control Peripheral (ACP) with 18 input channels, 1 output channel, chassis capable of housing up to 38 input channels, internal MDSP3 board (200 MHz), Installation and One-Year Warranty included; 2) 10 Input Channel Expansion Card; (3) Sun Blade 150 w/ 256 MB ram, 550 MHz CPU, 512 kB L2 cache, 80 GB HD, DVD ROM, 3.5" floppy drive, 2 Ethernet ports (1 used for ACP), 1 serial port, 1 parallel port, 4 USB ports, 2 IEEE 1394 ports, Smart Card Reader, 3 PCI slots and Solaris 8 (or newer) OS; (4) 19' LCD Color Display; (5) Jaguar random vibration Control Software capable of supporting all 38 channels, minimum of one for control and 37 for data; (6) Jaguar Sine vibration Control Software capable of supporting all 38 channels, minimum of one for control and 37 for data; (7) Jaguar Classic Shock Control Software capable of supporting all 38 channels, minimum of one for control and 37 for data; (8) Jaguar Tracked Resonance Dwell Software capable of supporting all 38 channels; (9) Jaguar Shock Synthesis Software capable of supporting all 38 channels; (10) Jaguar Transient Capture Software capable of supporting all 38 channels; (11) Throughput to Disk Data Storage Software and hardware capable of supporting all 38 channels; (12) External CD writer for Sun workstations; (13) Black and white postscript printer; (14) Test Report support Software. NASA/JSC intends to purchase the items from Spectral Dynamics Inc. San Jose, CA. Procurement of the Spectral Dynamics Inc. system will make all historical test configurations readily available for either re-testing and or archival purposes, thereby saving the government the cost in time and money to accomplish the task. The upgraded system must be compatible with the existing vibration system hardware located within the test facility at the Johnson Space Center. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 2, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
