The U. S. Department of Education (ED), Office of Indian Education (OIE) intends to award a sole source purchase order to procure the services of a contractor to provide analytical services to assist the Department of Education and the Office of Indian Education. The contractor shall have expertise in chief state school officers and promising practices for improving academic achievement of American Indian and Alaska Native children. The period of performance for this contract shall not exceed six months. The Office of Indian Education is responsible for the coordination and implementation of all Indian Education policies and programs under the No Child Left Behind act in the U.S. Department of Education. OIE is responsible for implementing Title VII of the No Child Left Behind act which focuses on the education of American Indians and Alaskan Natives from preschool to graduate school. In April 2004, President Bush signed Executive Order 13336, American Indian and Alaska Native Education. This Executive Order mandates a long-term comprehensive Federal Indian education policy, which includes the establishment and implementation of a Federal research agenda. The Executive Order stipulates that the federal government will identify and disseminate research-based practices and proven methods in raising academic achievement and, in particular, reading achievement, of American Indian and Alaska Native students. The specific purpose of this procurement is for the contractor to provide sessions at the Second Annual conference: Strengthening partnerships for American Indian, Alaska Native and Native Hawaiian Student Education to facilitate a forum of chief state school officers, tribal education leader local education school leaders and higher institutes of education to discuss promising practices for improving academic achievement of American Indian and Alaska Native students and develop a plan to align American Indian and Alaska Native education with each states school improvement strategy. This purchase order is intended as a sole source award to be made to the Council of Chief State School Officers (CCSSO), One Massachusetts Avenue, NW, Suite 700, Washington, DC 20001-1431. CCSSO is the only organization that holds an annual conference attended by chief state school officers, tribal education leader local education school leaders and higher institutes of education. Executive Order 13336, and requires the coordination and consultation of these policies and programs with tribal governments and their designated officials. However, all responsible sources may request a copy of the statement of work and submit a bid, proposal, or quotation, which shall be considered by the department.
