Description
Solicitation to be posted later today 8/25/2004 with a due date of 12 Noon on 10/12/2004. Attachments A, B, C, and D will also be posted. Please note that the solicitation number is S-AQMPD-04-R-1016 and not ACQPD as shown on FEDBIZOPPS (to avoid duplicate number error of FEDBIZIOPPs). The information below is from the original posting. The U.S. Department of State intends to procure Worldwide Personal Protective Services to plan, organize, train, deploy and operate personal protective details for the protection of high level U.S. and foreign government officials. All logistic support for the teams may be required by the task order. In certain circumstances contractors may be required to recruit, evaluate, and train local/third-country foreign nationals for security operations overseas. It may also require trained protective security personnel for special domestic security situations. A TOP SECRET facility clearance will be required prior to award of a contract. The Department anticipates three IDIQ awards with task orders competed between the awardees. It is anticipated that the task orders will be firm fixed price. Contract type is based on the belief that while the work being performed is risky, the business proposal is not. Two task orders will be competed at time of contract award and may be awarded or may not. The closing date for the receipt of offers will be 45 days after issuance of the RFP. Each offer must demonstrate the following experience before a full evaluation will be conducted. 1. Have experience with personal protective (PRS) service details (not just guards). 2. Have directed a single project/task order with at least 50 personnel in multiple locations. 3. Have at least one-year experience in managing security personnel located in austere and hostile environments. The solicitation is to be posted on FEDBIZOPPs by June 30, 2004. No mailing list will be available due to the requirement being posted on FEDBIZOPPs.
