Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NRCS-199-WA-04 is issued as a Request for Quotation (RFQ). The United States Department of Agriculture, Natural Resources Conservation Service, (Spokane) Washington has a requirement for 1 EACH complete Global Positioning System (GPS) 1200 Leica or equal RTK package consisting of the following components: 3 Ea, GX1230 dual frequency geodetic RTK receiver with SmartTrak technology; 3 Ea, AX1202 compact geodetic antenna; 3 Ea, Adapter for GPS antenna; 5 Ea, 1.2m Antenna cable; 2 Ea, 1.6m antenna cable extension; 3 Ea, RX1210T Controller for GPS receiver; 3 Ea, Documentation sets for GPS receiver; 6 Ea,GEB221 PRO battery; 2 Ea, GKL221 battery charger; 3 Ea, GDI221 adapter; 2 Ea, GEV163 1.8m controller cable; 3 Ea, SANDISK or equal 256mb Compact Flash card; 3 Ea, Transport Case; 1 Ea, PDL base station radio kit 450-470MHZ; 2 Ea, PDL rover radio kit with GUF6 housing 450-470MHZ; 1 Ea, Programming cable for PDL/GUF6 Rover Radio; 2 Ea, Gainflex antenna for rover radio; 1 Ea, GDF122 PRO optical plummet tribrach; 1 Ea, GRT144 tribrach adapter; 1 Ea, Height Hook; 2 Ea, GHT39 holder for RX1210T controller on pole; 2 Ea, Mini pack for GPS receiver; 2 Ea, Telescopic rod with 5/8 inch screw; 2 Ea, GAD34 Arm for gainflex antenna; 2 Ea, GHT25 grip with circular bubble for pole; 2 Ea, GLS17 bottom section of pole; 2 Ea, GLS19 top section of pole; 1 Ea, Leica or equal Advantage Support for GPS & TPS (one year subscription); 1 Ea, documentation set and CD for Leica or equal Geo Office real time software; The Complete Global Positioning System (GPS) 1200 Leica or equal RTK package is to be delivered F.O.B. destination to 316 W. Boone Avenue, Suite 450, Spokane, Washington 99201-2348. Delivery is required within 60 days of notice of award. The provisions and clauses incorporated in this RFQ are those in effect through Federal Acquisition Circular (FAC) 2001-24. Provision 52.212.1, Instructions to Offerors-Commercial Items, applies to this acquisition (there are no addenda to this provision). Provision 52.212.2 Evaluation-Commercial Items, is not applicable to this acquisition. The Offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications-Commercial Items, found at https://www.arnet.gov/far/ with its offer. The clause 52:212-4, Contract Terms and Conditions-Commercial Items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; SCSAR 4I-52.232-70, Designated Payment Office Contact Point; and SCSAR 4I-52.232-73, Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System.. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. NAICS code 334220; size standard of 750 employees is applicable. This solicitation is being conducted under full and open competition; however, all things being equal, preference will be given to U.S. small businesses. The Government preference is to award one contract for the system to include all components. Evaluation for Award will be based on low price technical acceptance. Quotations are due September 10, 2005, 12:00 PM (PST). Quotes must be addressed to the Contracting Officer, USDA-NRCS, 316 W. Boone Avenue, Suite 450, Spokane, Washington. 99201-2348. Quotations shall include the RFQ number, the proposed price, any prompt payment discount, company name, company address, company phone and Fax number, Tax Identification Number (TIN), DUNS number, Company Size Status (i.e., number of employees) and a Point of Contact. Contractor must be registered on the Federal Government?s Central Contractor Registration website (www.ccr.gov) prior to contract award.
