Description

The Indian Health Service (IHS), Rockville, Md. intends to negotiate and award a Sole Source Simplified Acquisition to EastPlus USA Inc. of Potomac, Md. The period of performance shall be approximately twelve months. The contractor shall provide assistance to IHS in assuring the database design will meet Federal Accounting Standard 6 and Audit requirements, as well as new asset management promulgated by the Federal Real Propoerty Council in the implementation of Executive Order 13327. Will have master knowledge of the Healthcare Facilities Data System (HFDS), Microsoft SQL Server, Access 2000, Visual Basic for Access, and Visual Basic. Develop, expand, standardize, and streamline the following systems: Real Propoerty Inventory for Bldgs., Land & Structures, Real Propoerty Leased Bldg., Facilities Engineering Deficiency System, Maintenance & Improvement Allocation, Biomedical Equipment Allocation, Energy Management and Reporting, Project Management, Stewardship Management and Reporting, PL93-638 Self Governance Tables, Seismic Evaluations, Frequently Asked Questions from Congress and other Agencies, Environmental Findings, and several more. Familiarity with the salient aspects of Tribal Facilities, including as related to PL93-638, funding and operations is essential for performance of this work. The authority for this Sole Source Simplified Acquisition is FAR Part 6.302-1. EastPlus USA, Inc. has special unique abilities and experience, withworking knowledge of the Facilities Engineering business rules, and specialized rules and procedures associated with Indian self-goverance and database content. This is not a request for competetive proposals and no solicitation is available. A determination not to compete this proposed action based on any possible response to this notice is solely within the discretion of the government.
