Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 519120. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. It is the intent of the National Library of Medicine (NLM) to procure the services of a vendor to store an estimated 15,000 reels of print master microfilm. As part of this request, an estimated 5,000 of the reels sent for storage will need to be re-boxed and re-labeled. The tasks to be performed include the following: 1) Provide a clean storage environment capable of maintaining temperature with minimum fluctuation within the range of 58?F - 62?F and relative humidity with minimum fluctuation within the range 30%-40%; 2) Provide adequate air filtration, replenishment and circulation and adequate protection against fire, flood, theft and other risks; 3) Monitor temperature and RH and provide NLM with copies of hygrothermograph or datalogger charts; 4) replace old microfilm boxes with new, non-acidic string-tie wrappers and boxes and accurately label the new boxes; 5) provide inventory control; 6) upon request from NLM, retrieve film and provide careful and secure packaging and shipping. The award will be for a Base Year with options for four (4) successive one-year periods. The Statement of Work (SOW) of this requirement is available to download at NLM Small Purchases (Simplified Acquisitions) web site: http://www.nlm.nih.gov/oam/oam.html. Instructions to Vendors: I. Price proposal - Offerors shall submit a complete price list covering all work described in the SOW including processing and rental costs. Prices shall be quoted for a Base Year to begin on or about September 15, 2004 and four (4) subsequent Option Years; II. Technical proposal: A. Technical capability (40%) - Offerors shall document their ability to meet all requirements in the SOW. Particular attention should be given to the following: (1) capability to provide a storage area that meets NLM's requirements for temperature; relative humidity; air filtration, replenishment and circulation; smoke detection; and fire suppression; (2) proposed method of monitoring and documenting storage conditions; (3) proposed inventory control system. Evaluation criteria: (1) evidence of capacity to re-house and store microfilm in a manner that meets NLM requirements in the quantities estimated by the Library; (2) evidence that the facility where the work will be done provides adequate protection for NLM microfilm. B. Project Manager (20%) - The Project Manager shall serve as liaison for the duration of the Purchase Order and shall have a minimum of three (3) years experience with the coordination and organization of microfilm storage services for libraries or archives. Offerors shall include the Project Manager's position (type and level), specific duties, qualifications and resume. Evaluation criterion: Qualifications of the individual proposed to serve as Project Manager. C. Corporate Capability (40%) - Offerors shall address the following: (1) how the offeror will ensure consistent and timely microfilm processing and storage work that meets all NLM specifications; (2) provide at least three (3) references, including current addresses, phone numbers and e-mail addresses (if available), of clients for whom the offeror has provided storage services similar in nature and complexity to those described for this project, for a minimum of three (3) years within the last five (5) years; (3) certification of liability insurance. Evaluation criteria: (1) Appropriateness of references provided; (2) Information obtained from references; (3) documentation of liability insurance coverage of a minimum of $50,000. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by SEPTEMBER 10, 2004 no later than 5:00 P.M., LOCAL PREVALING TIME, and must include pricing information and meet the criteria requirement. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
