- This solicitation for commercial services is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This annoucement will be amended to attach the soliciation. Solicitation No. FA 6703-04-R-0020 is hereby issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. This procurement is being set-aside for Small business. North American Industry Classification system (NAICS) code for this procurement is 334612 size standard is $6,000,000. The Small Business Competitiveness Demonstration Program is not applicable. Dobbins Air Reserve Base, Georgia is soliciting for CLIN 0001, a one-year requirement for video tape reproduction in various formats for Headquarters Air Froce Reserve Command (HQ AFRC)Robins AFB, Georgia. The contractor shall furnish all labor, management, materials, transportation, etc., to mass duplicate and distribute video productions and documents in various formats to various locations throughout the continental United States (CONUS), with four (4) option years. This includes providing multi-format reproduction services of final products on VHS, DV-CAM, VIDEO-CD, BETACAM SP, and DVD. The contractor shall reproduce and ship all materials within two weeks; however, shorter times may be required. In other instances, a 24-hours turn-around time shall be required. A variety of labeling applicatoins and appropriate packaging of all products is required, in accordance with customer needs. The length of the products may vary anywhere from 10 minutes to 2 hours, depending on customer requirements. Some orders may require the duplication of more than one format. Sensitive material duplication will not be required in this requirement. Blank tapes and appropriate packaging, including all of the multi-media formats, shall be provided upon request, in the amount of up to 200 units on an individual order. The contractor shall arrange pick-up and delivery to AFRC, unless other shipping addresses are provided. Master tapes shall be returned separately from the bulk duplicated products delivered. Duplications are usually shipped to AFRC/SCOM but the vendor should be able to ship to numberous locations with a shipping list provided by AFRC Video. The estimated number of tapes, including reproduction, bulk stock, and all formats, to be furnished to the contractor for reproduction/duplicaton is 3500-4000 yearly. Quality must be maintained throughout the tape. No dropouts inaudio or video shall occur. Audio level must be consistent withthe master tape supplied by HQ AFRC. CLIN 0002, Quality Control (QC) Plan, the contractor shall establish and maintain a Quality Control (QC) plan for the performance requirements of the contract, with details on how the plan will be carried out during the life of the contract. The contractor shall provide the QC plan within 30 days of contrat award. Proposals shall inculde a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and Defense Federal Acquisition Regulation Supplement (DFARS) 252.212-7000, Offeror Representations and Certifications-Commercial Items. FAR 52.212-4 Contact Terms and Conditions-Commercial Items shall apply. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses in FAR 52.212-5 are 52.219-6, 52.222-3, 52.222-19, 52.222-19, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-33. FAR 52.245-4 Government Furnished Property shall apply. Applicable clauses in FAR 52.212-7001 are 252.225-7001 and 252.232-7003. AFRC FAR (AFARS)5352.217-9100, Option Information is applicable. FAR clauses incorporated by reference are: FAR 52.204-7,Central Contractor Registration, 52.211-17, 52.212-1, 52.212-4, 52.212-5 (Dev), 52.217-5, 52.217-8, 52.217-9, 252.204-7004 Required CCR (Alternate A). All interested parties should submit a written proposal to 94 CONF/LGC, 1538 Atlantic Avenue, Dobbins ARB, Georgia 30069-4984. Proposals must be received by 10:00 AM EDT, September 8, 2004.
