Description
The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Associated Cultural Resources Experts (ACRE), 8341 Sangre de Cristo Road, Suite 202, Littleton, Colorado 80127. Reclamation proposes to conduct a Class III inventory of areas surrounding Hoover Dam to locate and document historic structures and archaeological sites associated with the construction and operation of Hoover Dam, and for HABS/HAER and other documentation to support consultation with the Nevada State Historic Preservation Officer concerning proposed renovation of the Old Exhibits Building at the Dam. The proposed work is a continuation of historic resource surveys and documentation projects initiated under Interagency Agreement Nos. BOR #8-AA-30-00028 and BOR #00-AA-30-0079 between Reclamation and the Western Area Power Administration (Western). Reclamation intends to award a contract for the proposed inventory and documentation work, without Western's involvement because the proposed work will be directed principally toward Reclamation owned and managed lands and facilities. ACRE has been working under a cooperative agreement between Reclamation and Western to document historic resources associated with Hoover Dam. ACRE has also worked for the Federal Highways Administration, the Nevada Department of Transportation, and Lake Mead National Recreation Area on a number of projects in the vicinity of Hoover Dam and Boulder City. During these previous projects, ACRE has conducted extensive archival research and field work leading to the documentation and evaluation of numerous facilities and elements of the historic infrastructure associated with construction and operation of the Dam. As a part of these earlier projects, ACRE has consulted with the Nevada and Arizona State Historic Preservation Offices (SHPOs), the National Park Service's National Historic Landmarks and Historic American Engineering Records (HAER) Programs on the procedures and levels of documentaiton required by those offices and programs. ACRE is also familiar with Reclamation's requirements and goals for this project. Reclamation will save time and money by contracting with ACRE for this work because ACRE has already completed much of the background research, is extremely familiar with the historic facilities and structures that remain to be documented in the area identified for inventory and has a good understanding of the protocols involved in reporting their findings. This procurement will be awarded using Simplified Acquisition procedures. The anticipated award date is September 9, 2004. All responsible sources may submit a quote which shall be considered by the agency. Offers shall show contractor's capability to provide the required work and quotes are to be submitted no later than September 3, 2004, 4:00 p.m., PST.
