- NOTE #22: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial Items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is N65538-04-Q-0113, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This solicitation is a 100% small business set-aside, the associated NAICS code is 541330. Line item 0001 is as follows: the contractor shall provide FIRM FIXED PRICE ENGINEERING SERVICES FOR THE DEVELOPMENT OF A HARDNESS MAINTENANCE/HARDNESS SURVEILLANCE (HM/HS) MANUAL IN SUPPORT OF THE HIGH ALTITUDE ELECTROMAGNETIC PULSE (HEMP) THREAT FOR THE ENDURABLE POWER SYSTEM (EPS) DEVELOPED FOR THE DEFENSE SATELLITE COMMUNICATIONS SYSTEM (DSCS) AT EARECKSON AIR STATION, ALASKA. ? The manual shall include the following: 1. HEMP protection subsystem description and principles of operation. 2. Maintenance and inspection procedures, repair and replacement procedures, and hardness surveillance test procedures. 3. Drawings and schedules showing and listing each of the Hardness Critical Items (HCIs) and Hardness Critical Procedures (HCPs) 4. Supply support requirements including a parts list of the installed HCIs and lists of recommended organizational HEMP protection subsystem spare parts, repair parts, supplies, special tools, and special test equipment. 5. Training requirements for personnel assigned to the EPS including both the operation and the maintenance personnel. 6. Hardness Surveillance procedures shall include instructions and data sheets for the performance of periodic inspections and tests to detect any degradation in the performance of the HCI and HCP features. Requirements for and examples of a log and database for the storage and reference of this data shall be provided. 7. Hardness Maintenance procedures that detail the preventive and corrective maintenance activities will be included. Preventive Maintenance (PM) and Corrective Maintenance (CM) procedures shall include schedules, materials required and stop by step work tasks needed to accomplish each task properly. Each PM or CM procedure will be cross-indexed with specific HCI or HCP to which it applies. Quality Assurance (QC) inspection sheets appropriate to the Operation and Maintenance (O&M) unit shall be included. 8. The manual shall provide a brief overall guidance of the HEMP phenomenology and the need to this critical activity. 9. The manual shall be delivered in both electronic copy and in three-ring notebook form for easy upgrading and the inclusion of additional work sheets. The manual shall be written appropriately for the educational level of the operators and maintainers. 10.A draft HM/MS plan manual shall be delivered for review and comments. The period of performance for this effort will be from the date of award through 28 FEBRUARY 2005. Deliverables ? PRELIMINARY/DRAFT HM/HS MANUAL AND FINAL HM/HS MANUAL The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 31 AUG 2004, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
