Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order with The Pennsylvania State University based on an unsolicited proposal to improve the quality of the FLECHT (Full Length Emergency Core Cooling Heat Transfer) , and the FLECHT-Separate Effects and Systems Effects experimental data residing in the NRC Reflood Heat Transfer Data Bank by adding important information such as data channel definitions, heat flux, and void fractions, under the authority of 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1(a)2(i). The proposed Principal Investigator for this effort is the same individual that developed the original FLECHT and FLECHT-SEASET data base 30 years ago, as a consulting engineer for Westinghouse Electric Corporation. Based on the knowledge of the original data and having access to the original data as a result of a former long tenure as consulting engineer with Westinghouse, the Principal Investigator was able to determine a way to correct the current deficiencies. The Principal Investigator proposes to perform a series of calculations based on the original test data and using special computer programs (e.g. CATALOG, FFLOWS, FLEMB, and DATARH) to produce the needed information. A cost-type purchase order utilizing the procedures under FAR Part 13 is contemplated. The period of performance is one year from date of award. This notice of intent is neither a request for quotes or a solicitation of offers. Interested firms must submit written capability statements demonstrating their ability to perform the required services to the above address not later than 15 calendar days from the date this announcement appears in the Federal Business Opportunities. Capability statements that do not fully demonstrate the respondent?s ability to satisfy the requirements above will not be considered.
