- SSPA303-09142004: PURPOSE OF THIS NOTICE: SSA is performing market research to identify capable private sector sources interested in assisting SSA to implement the requirements of the Section 303 of the Social Security Protection Act of 2004 (SSPA). Section 303 of the SSPA requires the Commissioner of Social Security to develop and implement a 5-year nationwide demonstration project that will extend to certain non-attorney representatives of claimants under titles II and XVI of the Social Security Act the option to have approved representatives' fees paid directly from a beneficiary's past-due benefits. The SSPA requires that SSA develop a program for evaluating and certifying the credentials of non-attorney representatives. To this end, SSA is performing research in an attempt to identify a single contractor, or multi-contractor team, capable of providing the following services in a "turn-key" fashion: provide an online information and initial application service; provide services to collect the application fees and remit the fees to SSA; provide an applicant information filing system and facility; provide background check and criminal investigation services for each (fee-paid) applicant; provide verification that each applicant has completed the continuing education requirement; provide examination preparation services for a 80 or 100 question, multiple choice, paper-and-pencil or computer-based-format, knowledge examination, with the assistance of SSA subject matter experts; provide administration of the examination at the contractor?s examination centers; provide a post-test analysis report to SSA; and provide a report to SSA of those applicants who met the eligibility requirements and a list of those who did not.
