- Description
- In accordance with simplified acquisition procedures The National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD), Cancer Diagnosis Program (CDP) plans to procure on a sole source basis with MD Anderson Cancer Center, National Surgical Adjuvant Breast and Bowel Project and the Mayo Clinic Rochester to develop the study design of 18q LOH assay comparability. CDP has overall responsibility for planning, evaluation and coordination of NCI-supported research related to development of diagnostics for cancer. The CDP?s Program for the Assessment of Clinical Cancer Tests (PACCT) was established to ensure the efficient and effective translation of knowledge and technology into clinical practice. A critical part of that effort is the evaluation of clinical utility of diagnostic tests and the optimization of these tests. This requires large numbers of specimens, from patients in randomized controlled trials. One focus of the PACCT action plan developed in April 2002 is developing tests that can help optimize care for patients with early stage colon cancer. These awards will be used to support accessioning of specimens from clinical trials; assaying by at least two techniques the loss of heterozygosity of a region of the long arm of chromosome 18 in these samples; analyzing the results to determine which technique correlates best with disease-free survival; and then testing the inter- and intra-laboratory variability of the assay protocol. The specimens will be accessioned from the NCI Clinical Cooperative Groups colon cancer trials in which MD Anderson Cancer Center, NSABP and Mayo Clinic Rochester were each the lead contractor for one of the three Cooperative Groups. The lead contractor for any Group of an intergroup trial is responsible for collecting all the specimens for that trial. Therefore, there are no other contractors that can provide the requisite specimens. These contractors have led other colon cancer trials and may need to draw on the specimens collected in those trials. These contractors also have the patient data necessary for the correlation of assay results with other clinical parameters and outcome. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 10, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
