Description
THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a pu blic-private competition of the USACE DPW services located at the Engineering Research and Development Center (ERDC) in Vicksburg, MS and Hanover, NH. The USACE DPW services include (1) electrical maintenance, interior and exterior, low and medium voltag es (up to 15,000 volts); (2) structural maintenance, interior and exterior; (3) demolition activities, including asbestos removal; (4) refrigeration maintenance, including a variety of Heating, Ventilating, Air-Conditioning (HVAC) systems and a large ammon ia plant; (5) plumbing maintenance, including water lines, gas lines, and sewage lines; (6) roads and grounds maintenance, excluding grass-cutting; (7) emergency response, for electrical, HVAC, and plumbing emergencies; and (8) ammonia leak emergency respo nse. The incumbent service providers affected by this public-private competition are approximately 55 DoD civilian positions. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later da te. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Raymond F. DuBois, Deputy Under Secretary of Defense (Installatio n and Environment). The DoD Component Competitive Sourcing Official (CCSO) for the United States Army is Mr. Geoffrey G. Prosch, Acting Assistant Secretary of the Army (Installations & Environment). The CCSO has delegated selected standard competition re sponsibilities to MG Robert H. Griffin, Deputy Commanding General, USACE. The contracting officer and agency tender official for this standard competition are Dr. James J. Rich and Mr. Stephen Coakley, respectively. The date of this public announcement i s the official start date for this public-private competition and the projected end date of the competition is August 19, 2005. Answers to these questions will be posted at https://ebs.nab.usace.army.mil website, under the solicitation number on a bi-monthly basis. The preliminary planning information and the redacted Project Management Plan will be posted on the above stated Baltimore District website
