Description
The Bureau of Reclamation is conducting market research to determine the availability and interest of qualified sources with the necessary experience, satisfactory past performance, and capability required to perform the services on a short term (not-to-exceed 1 year), interim contract for Tour Ticketing, merchandising of products and other activities related to the selling of goods and services, on behalf of the Bureau of Reclamation, Visitor Services Office, Hoover Dam, Clark County, Nevada. Currently, a private company is managing and operating these services for the Visitor Services Office at Hoover Dam. The current contract will expire on November 30, 2004. After exhaustive research it has been determined to be in the best interest of the Government to convert these services from an acquisition type contract to a concession-type and it is anticipated that the process for competing that contract will take approximately 9 - 12 months. This interim contract will continue to provide the following services for the Hoover Dam Visitor Services Office until the concession contract is awarded. The contractor will be required to install and test its own computerized ticketing system, complete with six ticketing stations inside the tour center, one located at the kiosk at the garage for commercial accounts and sufficient computerized work stations to support off site reservations. Computerized work stations will also be required to support the sale of merchandise. The services to be performed would include: (1) Managing and operating on-site tour ticket and merchandise sales at Hoover Dam seven days a week, from 9:00 a.m. to 4:15 p.m., excluding Thanksgiving Day and Christmas Day (hours may be extended until 5:00 p.m., during the spring and summer months); (2) Managing and operating an off-site telemarketing service that makes reserved (pre-sold) tour ticket sales available to commercial carriers, organizations and members of the general public, seven (7) days a week; (3) Collecting and remitting fees for all Hoover Dam tour tickets sold for the Government; (4) Providing designated Government personnel with on-line, real time access to tour ticket sales and reservation information for tour scheduling and operations; (5) Providing commercial carrier drivers with pre-sold tickets in advance of their arrival, or no later than upon their arrival, at Hoover Dam; (6) Delivering pre-sold tickets to other organizations and members of the general public in advance of their arrival, or no later than upon their arrival at a will-call location; (7) Providing daily, monthly, quarterly, and yearly tour ticket sales financial reports; (8) Providing on-site informational brochures and fact sheets to visitors or directing them to the appropriate person or place where they can get the information needed; and (9) selling merchandise authorized for sale under the guidance of Public Law 106-46 including the photographing, processing and sale of souvenir photographs. This is not a request for proposals.
