Description
NA Provide all labor, materials, equipment, and supervision for the general construction of 5 underground sewage pump stations with submersible pumps, a sewage drain field, a treatment system, and associated piping, valves, electrical work and pavement patching (per bid additive A). Included is replacing and re-routing potable water lines and necessary plumbing appurtenances that conflict with the installation of the new wastewater lines. This project is located in the Two Medicine Area of Glacier National Park, Montana. The estimated price range, including the bid additive, is between $500,000 and $1,000,000. The combination of the following factors, listed in descending order of importance, are considered significantly more important than price and will be used to determine the contractor's level of capability. This evaluation criterion applies both to the responding contractor and all subcontractors secured by the contractor to execute the contract. 1) Demonstrated capability as indicated by qualifications, performance, and planning relative to the rehabilitation of complex utility systems. 2) Key personnel qualifications and experience relative to the rehabilitation of complex utility systems. 3) The contractor's experience (minimum five years) documenting ten recent successful projects in the area of rehabilitating complex utility systems. 4) Contractor's demonstrated ability to close-out utility projects so the finish project is ready for use. 5) Contractor's proposed work plan for completing the project on time, without disrupting visitor use of the campground, and safely in accordance with the Government's construction stipulations. 6) The contractor's demonstrated experience in this type work in locations such as Glacier National Park that are remote and subject to extreme and varied weather conditions. The solicitation will be available on or about September 15, 2004. The plans and specifications will be posted electronically only. A pre-proposal walk-through is planned for October 13, 2004 at 10:00 a.m. at the site. Please contact Mark Davidson for information about the walk through.
