- This is a continuation of the terms and conditions covered under the basic notice, and amendments 0001 and 0002. POSITION DESCRIPTION - RESEARCH ASSOCIATE (MICROBIOLOGY)CLIN 000105 /000205 I. INTRODUCTION The mission of the Armed Forces Radiobiology Research Institute (AFRRI) shall be to conduct research in the field of radiobiology and related matters essential to the operational and medical support of the Department of Defense (DoD) and shall support defense research requirements identified by DoD components. In addition, AFRRI may provide services and perform cooperative research with other federal and civilian agencies and institutions with the approval of the Director. This position is a full time 40 hour per week activity for a research microbiologist associate at the Armed Forces Radiobiology Research Institute (AFRRI) in Bethesda, Maryland. II. DUTIES Individual is responsible for assisting in the design and execution of experimental protocols to identify, characterize, and evaluate antimicrobial and immunomodulating agents in animal models. Specifically, individual helps formulate and conduct studies to assess the efficacy of antibiotics, antimicrobials, and immunomodulators for managing sepsis in irradiated mice and non-human primates. Individual determines serum antibiotic concentrations and relevant serum chemistries in irradiated and non-irradiated animals. Individual performs animal surgery and tissue collection, especially those related to the intestinal tract, blood, and bone marrow cell compartments for prokaryotic and eukaryotic molecular and cellular endpoints. Individual uses computer systems to collect and statistically analyze data from such experiments. Individual analyzes bacterial, serum chemistries, serum antibiotic concentrations, blood cell compositions, marrow clonogenic cell endpoints and related physiological changes to interpret the significance of any experimental alterations observed. Individual assists in preparing comprehensive reports of the research for AFRRI internal and DOD-wide use, for presentation at scientific meetings, and for journal publication. Individual must be capable of maintaining collaborations on approved projects with personnel both within and outside the AFRRI. III. JOB SPECIFICATIONS: 1. KNOWLEDGE SKILLS, AND ABILITIES (KSAs) REQUIRED BY THE POSITION Knowledge of microbiology, immunology/hematology, physiological pharmacology, or biochemistry. Demonstrated understanding of fundamental principles and techniques of management of sepsis via antibiotics, antimicrobials, and non-specific or specific immunomodulators in normal and immuncompromised individuals. Experience using cellular and molecular techniques to identify non-specific and specific immune responses in animal models of sepsis. Experience using cellular and molecular techniques to identify hematological responses in animal models of sepsis. Ability to analyze, interpret, and communicate, orally and in writing, experimental data. Capability of performing small animal surgery for collecting relevant bio-samples for use in in-vitro culture endpoints. Ability to isolate, grow, and identify bacterial organisms. 2. SUPERVISORY CONTROLS The Department Chairman in conjunction with the Scientific Director exercise oversight over the individual. The Team Leader will evaluate performance on the basis of attainment of assigned goals and compliance with policies and instructions of AFRRI. Team Leader also provides broad scientific goals and mission definitions, evaluates individual's work on basis of attainment of defined scientific goals, management skills, and compliance with policies and instructions of DOD and Institute. Individual works under the general administrative oversight of the Radiation and Infection Team Leader. Establishes with the Team Leader mutually acceptable timelines for completion of project milestones. Ensures milestone efforts are met or satisfactorily addressed. Operates laboratory in an efficient manner, adhering to all safety and administrative requirements. Provides guidance and training in protocols to assigned personnel. 3. GUIDELINES General guidelines are stated in scientific and administrative policy statements. Individual must be able to initiate, evaluate, or modify research endeavors. Guidelines also include standard operating procedures, safety regulations and instructions, published scientific works, individual's notebook of procedures and accomplishments, oral instructions, equipment manuals, and standard texts. Guidelines are also established by research protocols designed to meet requirements of approved funding as in Defense Technical Objectives (DTOs), grants, contracts, and Memoranda of Understanding (MOUs). 4. COMPLEXITY The individual will contribute to a focused interdisciplinary research program within the approved scope of the assigned research question. Typically, complex issues arise and must be solved. The individual may also be involved in a continuing effort to establish new and modify existing scientific concepts, techniques, and theories. 5. SCOPE AND EFFECT General purpose of the project is to apply existing scientific protocols, concepts, and products to evaluate approaches to management of sepsis in irradiated animal models. Individual is expected to author or co-author scientific publications of considerable interest and value in this field. Impact of research findings is DOD-wide. It is critical that individual's work is accurate and well documented in order to promote acceptance of findings. 6. PERSONAL CONTACTS Professional interactions are encouraged and include investigators, coworkers, and technicians within the Institute. In addition, he/she is expected to have appropriate professional interactions with extramural research collaborators, scientific visitors, equipment-repair personnel and sales representatives. 7. PURPOSE OF CONTACTS Purpose of the Institute contacts is to help ensure completion of project goals. Contacts external to AFRRI provide opportunity to summarize and explain scientific findings to groups both inside and outside the U.S. Federal Government. Contacts can include fellow scientists, scientific societies, special scientific panels, other DOD agencies, and international entities such as NATO. Such contacts provide opportunity to advertise the quality of the Institute's scientific products and the individual's expertise in the designated research area. 8. PHYSICAL DEMANDS Work involves mixture of sedentary and physically active duties. Physical tasks include moderate amount of walking, climbing, stooping, bending, and prolonged periods sitting and/or standing. Laboratories are located on several floors; hence, movement to these laboratories requires frequent use of stairs. The work is generally sedentary, with approximately 80% of time spent standing or sitting near workbench or moving about laboratory. 9. WORK ENVIRONMENT Work is generally performed in laboratory setting with regular and recurring exposure to a variety of experimental instrumentation, chemicals, and laboratory animals. Individual may be required to wear protective clothing or gear, such as gloves, mask, gown, goggles, or face -shield. Individual works in laboratory with good lighting and ventilation. Work with acids and toxic materials are undertaken with special procedures, usually in chemical hood. Work with animals, radioactive sources, and radioactive isotopes is undertaken after specialized training. Procedures, protective equipment, and training to prevent or control potential hazards are provided. The Secretary of Labor may adjust these rates only as a result of revisions to prevailing labor rates provided. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 calendar days. (insert the period of time within which the Contracting Officer may exercise the option). (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 15 days (insert the period of time within which the Contracting Officer may exercise the option); provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days (60 days unless a different number of days is inserted) before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years. (End of clause) Contractor is required to sign this document and return 1 copy to the issuing office. Signature hereon carries the full weight and effect of signing block 28 of the Standard Form 1449. Contractor will not be required to sign any other documents to consummate a contract unless deviations to the terms and conditions of this document are required.
