- HSCG87-04-B-643500 - Installation of Wastewater Treatment Plant at U. S. Coast Guard Loran Station Attu, Alaska. The contractor shall provide all materials, supplies, equipment, transportation and perform the labor to remove existing underground wastewater treatment plant, wood framed treatment plant building and concrete foundation; provide temporary sewage lagoon; engineer, provide and install a commercially available prepackaged underground wastewater treatment plant capable of handling 3000 gallons per day, include a passive cathodic protection system, and connect to existing 4 inch sewer line; construct a pre-engineered metal framed building with concrete slab over the treatment plant; install waterline and connect potable water to building. A firm fixed price contract will be awarded. The time for completion of work on this project is 150 calendar days from date of award. The estimated project cost range is between $500,000 and $1,000,000. The industry standard NAICS code is 237110 and the applicable size standard is $28.5 million in annual receipts for the past three years. This solicitation will not be issued in paper form. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the bid opening/closing date. Solicitation documents, may be accessed for download from the Federal Business Opportunities (FedBizOpps) website beginning on the date of issue (estimated to be on or about August 16, 2004) at the following site: http://www.fedbizopps.gov. Any amendments issued to the solicitation will be posted on this website. The technical data package (specifications and drawings) will only be available through a link to FedBizOpps to the Federal Technical Data Solution (FEDTeDS) website. Firms must be currently registered in the Central Contractor Registration (CCR) database and FEDTeDS database to be able to access the technical data package. Prospective bidders are responsible for checking the website for amendments up to the date and time for receipt of proposals. A plan-holders list will not be available from the Contracting Office. Vendors are encouraged to register their interest by entering their information in the Interested Vendor list for this solicitation in FedBizOpps. This procurement is a 100% small business set-aside pursuant to the Small Business Act, (15 U.S.C. 631). All responsible small business concerns may submit an offer, which shall be considered by the U. S. Coast Guard.
