Description
The National Institute of Standards and Technology (NIST), Acquisition & Logistics Division, on behalf of the Optical Technology Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Gamma Scientific of San Diego, CA, for a quantity of two (2) each UV 365 nm Irradiance Meters and a quantity of two (2) each Luminance/Illuminance Meters (Photometers). Sole source determination is based on the following: Gamma Scientific developed, designed, tested, and fabricated irradiance meters and photometers for NIST. These instruments are the only known instruments that can meet NIST?s minimum requirement of 0.1% uncertainty of radiometer responsivity measurements. In addition, these radiometers and photometers have been made and used for internal and external customers for calibration requirements. Two (2) of these instruments shall be provided to one such customer, the United States Army, for use in an existing contract. To ensure 100% data compatibility, the radiometers and photometers manufactured by Gamma Scientific must be purchased. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 13, 2004, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
