Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ). The Solicitation Number is SB1341-04-Q-0784. The award will be made using Simplify Acquisition Procedures under FAR Subpart 13, and incorporates the provisions and clauses in effect through Federal Acquisition Circular Number 01-24. The North American Industrial Classification System (NAICS) code (see http://www.census.gov/epcd/www/naics.html) for this solicitation is 334516, and the size standard is 500 employees. This solicitation is UNRESTRICTED. Quotes are requested for the following Contract Line Item Numbers (CLIN): CLIN 0001: Liquid Helium Cryostat System, Quantity of 1; Unit: Each. CLIN 0002: Acceptance Testing, Quantity of 1; Unit: Job. The results of the factory acceptance testing shall be provided to NIST prior to delivery. Acceptance testing shall also be performed by NIST personnel beginning within seven (7) days after the system is received by NIST Shipping and Receiving. The testing at NIST shall continue for at least seven (7) days before a determination can be made for acceptance. The COTR shall accept the system after it is demonstrated to be fully operational and operates as the manufacturer intended. Delivery shall be F.O.B. Destination to the National Institute of Standards and Technology (NIST), Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899. Quotations shall meet the following MINIMUM REQUIREMENTS: New equipment only, the Government will not consider quotes for refurbished equipment. Offers will be considered from manufacturers or their authorized resellers only. The system must include a liquid helium cryostat suitable for use with cooled infrared detectors. The Liquid Helium Cryostat System must meet or exceed the following minimum requirements: 1) The liquid helium hold time shall exceed 1 week on a single fill when the optical ports are blanked-off and there is no wiring. The liquid helium capacity shall be at least 4 liters. 2) On the bottom of the liquid helium reservoir there shall be a 4.2 K gold plated working surface of at least 6 inches (152 mm) in diameter with holes containing stainless steel threading for a screw of size #6 (or M4) or larger. The working surface shall have perpendicular free space (head room or working space) of at least 2.5 inches (63.5 mm). A radiation shield attached to the helium reservoir shall enclose the working space. 3) There shall be a liquid nitrogen reservoir with a radiation shield around the liquid helium stage. The nitrogen reservoir shall have a capacity of at least 4 liters and a hold time of at least 36 hours. 4) There shall be an additional single-layer radiation shield in between the liquid nitrogen and liquid helium stages. This shield (or any other in the cryostat) SHALL NOT be made of a non-metallic material. 5) There shall be four (4) equally spaced optical access side view ports into the working space, and pairs of these ports shall be on opposite sides of the cryostat. The optical axes of the opposing pairs shall be located at a perpendicular distance of at least 0.75 inches (19 mm) from the working surface and at least 1 inch (25 mm) form the other limiting surface wich defines the working space. The optical axis shall be less than 4 inches (102 mm) from the cryostat bottom (excluding a removable stand). The vacuum vessel optical ports shall be able to hold 2 inch (50.8 mm) diameter vacuum rated KRS-5 windows. Optical access side ports that are made through any intermediate radiation shielding shall have mounts such that filters/windows and aperture discs can be firmly mounted in them and they shall be made incrementally smaller such that filters and aperture discs can be removed and replaced from the outside without disassembling the cryostat body. 6) Safety features: a. A safety relief valve (or blow-off plate) on the vacuum space. b. A non-return valve for the helium exhaust. c. A non-return valve for the nitrogen exhaust. 7) The cryostat shall have an outer body diameter of 12 inches (305 mm) or less, and a body height (excluding stand and pumping ports) of 24 inches (610 mm) or less. 8) The vacuum space shall not contain any gettering material. A Firm-Fixed-Price contract shall be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined to be most advantageous to the Government. The Government will determine best value on the basis of the following factors: Technical Capability, Past Performance, and Price. (1) Technical Capability: Offerors shall include technical information sufficient to determine the system's technical capability and conformance to the specifications provided herein. Failure to sufficiently demonstrate the system meets or exceeds the required technical capabilities may result in the entire quotation being found to be unacceptable and eliminated from the competition. (2) Past Performance: Past Performance will be evaluated only for systems that are similar or exceed the required technical capabilities of this solicitation. Past Performance will be evaluated to determine the overall quality of the products and service provided by the offeror. (3) Price: Evaluation of price shall be based on the cost of the system, including terms of the warranty. (2) Detailed performance specifications, drawings of the outer dimensions, and other relevant technical information for the offered system. The drawings shall show at least all dimensions that pertain to performance specifications. (3) A minimum of three (3) past performance references for similar contracts/orders completed within the past 3 years (or which are currently being completed), to include the name of the customer organization, a named point of contact in that organization that is familiar with the contract/order from a technical or contractual standpoint, their phone number, their email address, and their fax number (4) Warranty information shall include both duration and nature of the warranty (the Government requires that the standard commercial warranty be offered for items being quoted for this solicitation; extended warranty may be offered, and, if offered, it must be priced separately in the quotation). Include detailed information regarding how warranty service would be provided, if necessary, by the contractor after award, including, at a minimum, responses to the following: (a) whether the item would have to be shipped by NIST to the Contractor or whether the Contractor would perform on-site (at NIST) warranty service; (b) If the item would have to be shipped to the contractor, the location(s) (city, state, country, etc.) to where it would have to be shipped for warranty service; (c) If the item would have to be shipped to the Contractor, who would pay for the shipping costs (NIST or the Contractor); and (d) Current availability and location(s) of spare/replacement parts for Item Number 0001; (5) Provide an estimated time of delivery after receipt of order.
