Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a non-competitive basis with Computer Sciences Corporation for continuation of Information Technology services to provide operations, maintenance, and scientific software applications support for the Central Environmental Satellite Computer System (CEMSCS) under the referenced contract for one year beginning November 1, 2004, plus options for six additional months. CEMSCS is one of NOAA's primary data processing systems for satellite environmental data, operating continuously on a seven day, 24-hour schedule to ingest and process data from NOAA and other-agency satellites. Current plans call for the CEMSCS system to be physically re-located and possibly integrated with another satellite data processing system early in FY 06. The referenced contract is being extended to provide CEMSCS-critical services pending relocation and systems integration decisions. The experience gained by CSC during performance of the current contract makes it the only known firm which can continue to provide the required hardware and software operations and maintenance support in this interim period without disrupting the CEMSCS system operations. This notice of intent is not a request for competitive proposals. Solicitation documents are not available at this time. Interested persons may identify their interest and capability to provide continuity of services for the full range of current system operations and maintenance support. See Note 22.
