SOURCES SOUGHT NOTICE Number HRSA-04-S240-0025-AB Posted Date: August 2, 2004 Response Date : August 12, 2004 Archive Date: August 12, 2004 Description: Provide support to promote more inclusive training on the subject of health disparities and to bring the subsequent research relevance to a broad cross-section of State and Local Maternal and Child Health (MCH) officials. The Health Resources and Services Administration (HRSA) is conducting a sources sought synopsis to locate capable organizations providing the services mentioned in the Description and in the paragraph below. The purpose of this acquisition is to promote more inclusive training on the subject of health disparities and to bring the subsequent research relevance to a broad cross-section of State and local MCH officials. This activity will continue to apply new analytic models to examine the multidimensional and contextual aspects of disparity issues. It is anticipated that a better understanding concerning the context of disparities in health outcomes obtained as results of the study may lead to more effective public health interventions and the identification of appropriate collaborations between public health and other sectors of the community. An important component of this project is translation of the implications of the study's rigorous analysis to recommendations for State and local officials in order to improve policies and intervention effectiveness. Topics shall include: 1) Submit a final revised work plan and research design based upon discussions with the Project Officer; 2) Analyze data; and 3) Prepare a final report. Interested organizations should submit their capability statements demonstrating their capability to perform this work in sufficient detail to assess their ability. Potential contractors must have successful collaboration and research experience with State and local MCH programs in applying contextual analysis to issues of health disparities. This written evidence should cite those activities that have been directed at the use of advanced statistical techniques such as multi-level analysis in order to address health disparities. Also, potential contractors should cite evidence of scholarly research relevant to this project. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance HRSA's consideration and evaluation of the information submitted should be provided. The Government reserves the right to not set this acquisition aside for small business. The applicable NAICS code for this requirement is 541611 and the corresponding size standard is $6.0M.
