Description
This is a combined synopsis/solicitation, solicitation number INL0110X95274, for commercial items prepared per the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. Offers are due August 13, 2004 at 1400 ET and should include all data requested in this notice. The Government intends to award a firm, fixed price contract for the acquisition of three types of Portable Water Purification Units and spare parts kits for use in remote, rural areas of Colombia. Delivery terms are F.O.B. Destination, Miami, FL. See below for further solicitation details, product specifications, provisions and clauses, offer requirements, and evaluation terms. The three types of Portable Water Purification Units required are Line Item 0101: Small, Man-Portable Unit, 50 each; Line Item 0201: Medium, Man-Portable Unit, 8 each; and Line Item 0301: Large, Air/Vehicle Transportable Unit, 4 each. The spare parts kits required are Line Item 0101A: Spare parts kits for the small, man-portable unit, 100 each; Line Item 0201A: Spare parts kits for the medium, man-portable unit, 16 each; Line Item 0301A: Spare parts kits for the large, air/vehicle transportable unit, 16 each. PRODUCT SPECIFICATIONS: All water purification units must have a four-stage purification process that includes pre-filtration, sediment filtration, carbon block filtration, and ultraviolet treatment. UV exposure should be 16,000 microwatts/cm3, or greater and should achieve 99.999% destruction of common microorganisms. The units should not require the addition of chemicals to function. Full in-country (Colombia) servicing, parts and technical assistance/training must be available from the manufacturer/supplier. Detailed specifications for each type of unit are as follows: Line Item 0101 Small, Man-Portable Unit, Quantity: 50 ea; Capacity to provide drinking water supply for 50-150 persons; Man-portable; Preferred maximum weight of 30 pounds for total system; Produces drinking water from any water source available including ponds, wells, lakes, rivers, and flood waters; Each unit to include watertight case and water pump; Capable of operating using 12-volt DC current supplied from any source including batteries, automobiles or generators. Line Item 0101A, Spare Parts Kit For Small, Man-Portable Unit; Quantity: 100 ea; At a minimum, to include filter, UV lamp, and quartz sleeve. Line Item 0201, Medium, Man-Portable Unit, Quantity: 8 ea; Capacity to provide drinking water supply for 150-350 persons; Man-portable; Preferred maximum weight of 100 lbs per unit for total purification system; Produces drinking water from any water source available including ponds, wells, lakes, rivers, and flood waters; Each unit to include water pump and portable generator; Dual capability to operate from either a solar panel battery or a generator. Line Item 0201A, Spare Parts Kit For Medium, Man-Portable Unit, Quantity: 16 ea; At a minimum, to include filter, UV lamp, and quartz sleeve. Line Item 0301, Large, Air/Vehicle Transportable Unit, Quantity: 4 ea; Capacity to provide drinking water supply for 700 ? 1,000 persons; Vehicle and air transportable; Preferred maximum weight of 625 lbs per unit for total purification system; Produces drinking water from any water source available including ponds, wells, lakes, rivers, and flood waters; Each unit packaged in transport case; Transport case fitted with heavy-duty handles and loading skids for easy forklift mobility; System components securely packaged and designed for rigorous travel; Each unit includes water pump and portable generator; Dual capability to operate from either a solar panel battery or a generator. Line Item 0301A, Spare Parts Kit For Large, Air/Vehicle Transportable Unit, Quantity: 16 ea; At a minimum, to include filter, UV lamp, and quartz sleeve. APPLICABLE PROVISIONS AND CLAUSES: The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. No addenda apply to these Provisions and Clauses. No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated SF1449 Solicitation/Contract/Order for Commercial Items and all representations and certifications required in the above provisions and clauses. FAR clauses and SF 1449 are available online at http://www.arnet.gov/far/. OFFER REQUIREMENTS, EVALUATION, AND AWARD: In addition to submission of price quotations and completion of the representations and certifications, offers must 1) include technical data on each type of water purification unit, 2) indicate the availability of in-country repair service, replacement filters and parts, and technical assistance, 3) state the standard warranty offered and 4) include in the pricing F.O.B. Destination delivery to Robertson Forwarding Co. Inc, 4469 NW 97th Ave, Miami, FL 33178. Offers will be evaluated based on a combination of price and ability to meet or exceed technical requirements specified above. Award will be made on an all or none basis to one offeror who provides the best value to the Government. Packaging must be marked for American Embassy NAS/Bogota Colombia and the purchase order number must be included in marking. Delivery is requested three months or less from date of award. The successful offeror must obtain all the necessary export licenses. In order to be eligible for award, the successful offeror must register in the U.S. Government?s Central Contractor Registration (CCR). The website to register is www.ccr.gov.
