The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. The position provides planning, operational, training and safety support and contract oversight for the bilateral counter-narcotics aviation program in Colombia and its fleet of DOS/INL aircraft. The end game of the bilateral CN aviation program in Colombia is the curtailment of the supply of illegal drugs from Colombia into the United States through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. PURPOSE: The purpose of this personal services contract position is to provide a Deputy Eradication Aviation Advisor for the bilateral CN aviation program in Colombia. The incumbent serves as in-country aviation operations/training/safety advisor, responsible to the U.S. Ambassador, for providing program implementation, direction and execution oversight in support of host nation counter-narcotics (CN) efforts. The incumbent effects interagency coordination among the American Embassy, host nation CN police and military forces, other military services, aviation support services contractors and other participating agencies. The Deputy Eradication Aviation Advisor evaluates operational, training and safety program effectiveness of in-country Department of State activities, to include interdiction and eradication operations, ensuring all aviation programs retain requisite operational and training fluidity. He/she also monitors and evaluates the aviation support services contractor's performance in operations, training, and safety. SUPERVISORY CONTROLS: The incumbent reports to and is supervised directly by the Eradication Aviation Advisor, who reports to the Senior Aviation Advisor in all matters of program design, implementation and management. The incumbent also reports through the Senior Aviation Advisor to the State Department/INL?s Director of the Office of Aviation to ensure compliance with INL/OA aviation policies, directives, and operations, training and safety standards by contractor personnel and host government aircraft operators, trainers and safety officers. 2. STATEMENT OF WORK Perform oversight and evaluation of contractor operations, training and safety programs. This oversight includes, but is not limited to reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft. Submits periodic written evaluations of the contractor?s activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to host Aviation support for inclusion in the monthly award fee evaluation. Assist the Eradication Aviation Advisor and the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aerial interdiction, and provide counter-narcotics aviation training and support for the institutionalization program. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Aviation Operations Directives, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment Operations procedures in support of host nation operations throughout Colombia. Develop operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aerial eradication and aerial interdiction operations. These tactics and procedures include, but are not limited to Night Vision Goggle aerial eradication and interdiction tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter-narcotics mission in Colombia. Provide operational direction and guidance to the contractor and hosts nation aviation operations activities and personnel for the purpose of destroying coca and poppy, and interdicting the flow of the finished narcotic products into the United States. This activity includes; but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops through aerial eradication and intercepting illegal drug shipments through aerial interdiction operations. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Provide direction and oversight for contractor and host nation aviation safety training and safety program management. Implement the DoS INL Office of Aviation, Aviation Safety Program in support of the aerial eradication mission. When required will provide assistance to the COLAR Aviation Advisor 3. MINIMUM REQUIREMENTS Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and at least one year of experience as a military/civil aviation safety officer or formal training/education leading to certification as an Aviation Safety Specialist/Officer. This includes knowledge of aircraft accident prevention programs, accident investigation procedures, and safety training programs. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. Experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations is desirable. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. Should have a basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. Knowledge of the Spanish language is desirable. Knowledge of and skill in operation of desk-top computer based word processing systems. 4. COMPLEXITY Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed wing and rotary wing; tactical and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication; aerial interdiction; forward area aerial re-supply, replenishment, sustainment and host nation aviation training. The incumbent oversees multi-national/multi-cultural training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Aviation Advisor and Senior Aviation Coordinator as well as the Director of Operations, Office of Aviation regarding ongoing projects, provides guidance to the contractor and host nation Aviation Unit and PASA operations personnel, and oversees implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation?s aviation safety program that will improve flight safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods without assistance. Incumbent must possess and maintain a current U.S. FAA second class medical certificate in accordance with FAR Part 67. 6. WORK ENVIRONMENT The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Field sites in Colombia have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent. 7. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror?s ability to: a. Perform oversight and evaluation of contractor operations, training and safety programs. b. Evaluate and recommend waivers to established policies, procedures and regulations. c. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. d. Provide operations, training and safety program direction and guidance to the contractor for the purpose of supporting the CN effort in Colombia. e. Coordinate with Government representatives and supervise contractor personnel. Factor 2. (Assist Eradication Aviation Advisor). Offeror?s ability to a. Assist the Eradication Aviation Advisor in directing and coordinating aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops and providing CN training expertise to the program. b. Provide instruction/guidance regarding operations, training and safety program implementation. Factor 3. (Develop, Coordinate, Organize and Implement Operational, Training and Safety Systems and Procedures). Offeror?s ability to: a. Develop comprehensive operational, training, and safety systems and procedures. b. Coordinate/Organize operational, training and safety systems and procedures. c. Develop operational tactics and new training procedures, i.e., NVG operations, aerial eradication/interdiction operations, armed helicopter escort, aerial gunnery, etc. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). II. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. III.
