Description
Provide A/E services for programming, design development and construction period services for alterations to the electrical distribution system at the Louis A. Johnson VA Medical Center, located in Clarksburg, WV. The project site consists of two electrical systems that are independent. The selected A/E will be required to survey both systems and develop a design solution considering the potential for making the systems interdependent, if practicable. The VA requires that the construction award be made utilizing the most current version of the electrical code, so the selected A/E will be required to modify completed construction documents to account for relevant changes in the electrical code, based on the actual award date or for one year after completion of the construction documents if award is not made within the one year period. This project will alter the existing electrical system throughout the hospital with the intent of bringing the entire electrical system into compliance with the latest version of NFPA 70, JCAHO requirements, VA specifications, guidelines and policies, and other related codes. The predominant discipline for this project will be electrical, but this project will require other disciplines, including but not limited to mechanical engineering and architectural engineering. Specific areas of focus for this project will include: (1) alteration of the design of the current primary and secondary unit substations to provide a code compliant organization of equipment and operation of the essential electrical system, (2) establishment of the distribution system for each of the three branches of the essential electrical system through and including the branch circuit level, (3) reduce the use of 4160V circuits where practicable and utilization of 480/277 and 208/120 transformation where increased capacity, safety and efficiency may be obtained, (4) inventory and provide in both database and spreadsheet format compatible with Auto Cad listings of all distribution panels including panel and branch circuit identification, voltage and current line to line and line to ground and neutral and phases, (5) space available for addition of electrical closets and installation of closets as needed, and (6) cooling and/or ventilation required for existing distribution system. The estimated construction budget is between $2,000,000 to $5,000,000. The estimated design time is five (5) months. The area for consideration for this acquisition is a 200 mile radius of the VAMC, Clarksburg, West Virginia. Interested firms must submit four (4) copies of form SF-330 to the Contracting Officer (542/90C), VAMC, 1400 Black Horse Hill Road, Coatesville, PA 19320 by COB on 9/8/2004.
