- Description
- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP), solicitation number F73CCS41880400, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The North American Industrial Classification System (NAICS) number is 611710. There are two contract line items: Line 0001: Review of all character-based curricula for USAFA; Line 0002: TDY for Contractor to brief Superintendent. This is a Sole Source Only Acquisition approved in accordance with 6.302-1. The Government intends to award a contract on a sole source basis to Josephson Institute of Ethics. Josephson Institute of Ethics is the only source capable of fulfilling the government's requirements. Offeror must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and the no addenda applies. The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. Paragraph (a) is completed as follows: Technical capability and price. Technical capability is more important that price A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be submitted with its offer. The provision may be copies from website http://farsite.hill.af.mil. The quote will not be considered without the completed provision. The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 14, 15, 16, 17, 24, and 30. The clause at Defense Acquisition Regulation Supplement (DFARS) 252.212-7000, Offeror's Representation and Certifications-Commercial Items, and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this acquisition. DFARS 252.225-7001 and 252.232-7003 within DFARS 252.212-7001 are applicable. The Defense Priorities and Allocation System (DPAS) does not apply to this acquisition.
