- Sources Sought for a requirements type contract for Functional Academic Skills Training (FAST) Instruction: for a base year and four one-year options on Fort Bliss, Texas. The purpose of this contract is to provide instruction in basic academic skill s (mathematics, reading and English) for Fort Bliss soldiers. The contractor shall be from an institution accredited by a regional, postsecondary accrediting association. This proposed contract is being considered for 100 percent set-aside for historically black colleges and universities (HBCUs) and minority institutions (MIs), as defined by Department of Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.226-7000. Interested HBCUs and MIs should provide evidence of their capability to per form the contract, and a positive statement of their responsibility as an HBCU or MI to ACA, Directorate of Contracting. If adequate response is not received from HBCU and MIs, the solicitation will instead be issued, without further notice, as unrestricte d. Therefore, replies to this notice are also requested from all other responsible sources. The capability and responsibility statement, and requests for the solicitation, must be submitted in writing and must include a signature by 20 AUGUST 2004.
