Description
DESC: THIS MODIFICATION IS ISSUED TO CLARIFY THE SOLICITATION NOTICE AS 100% HUBZONE SET-ASIDE. CONTRACT N62467-04-R-9151, REPAIR PUSAN PISTOL RANGE, MARINE CORPS RECRUIT DEPOT, PARRIS ISLAND, S.C. THIS SOLICITATION IS BEING ADVERTISED AS 100% HUBZONE SET-ASIDE. The NAICS Code for this Solicitation is 238910: The Size Standard is $12 M. Site Prep Construction. The work includes removal of lead bullets from existing berm; repairs to CMU wall barrier wall; repair and restore existing berm by installing sheet pile wall; removal and replacement of existing concrete bases and walkways and CMU walls with earth berm; seal cracks in concrete floor; remove and replace light fixtures; clearing and grubbing, grading and grassing. Head no. 789; removal and replacement of existing doors, partition walls, plumbing fixtures and connected utility lines and lighting fixtures; and other incidental work. Improvements and additions that include removing existing CMU wall and providing new CMU wall to extend range bringing the total number of firing positions to 48. Provide infrastructure for new targets and their controls to be installed by a target system contractor. Extend existing shelter and add new control room. Provide new lighting fixtures for new shelter and for new target system; provide new sheet pile and construct berm; and other incidental work. The Government will award a contract resulting from this solicitation to the offeror whose technical proposal and total evaluated price provides the best value to the Government using a lowest price technically acceptable approach. The Technical Factors to be addressed are: Past Performance, Technical Qualifications and Management Approach. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE Terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. The Government intends to issue solicitation on or about 30 July 2004. The entire solicitation, including plans and specifications, is available for viewing and downloading at www.esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
