- NOTICE OF INTENT. The Naval Facilities Engineering Command Contracts Office intends to award with only one source to Rice University, a HBCU MI, 6100 Main Street, Houston, TX 77005, to on-site programmatic support at SERDP/ESTCP. Rice University is the only known source with the capability to do all the work required by the government. Rice University is the only one who can fulfill this requirement and carry on the work without interruption. This arrangement is the most advantageous to meet all the governments needs. Rice University is unique in that they are solely dedicated to demonstrating and validating promising, innovative technologies that target the Department of Defense's (DOD's) most urgent environmental needs through their implementation and commercialization. These technologies provide a return on investment through cost avoidance and improved efficiency. This will be awarded on a Firm Fixed Price using the Simplified Acquisition Procedures.
