Description
NAICS Code: 325998 The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the Simplified Acquisition Procedures with Ciphergen Biosystems, Inc., 6611 Dumbarton Circle, Fremont, CA 94555 for the acquisition of various ProteinChip arrays. The minimum requirements of the arrays are: 1) The ProteinChip? arrays shall facilitate separation of biological samples. 2) The ProteinChip? arrays shall be licensed for use with the Ciphergen equipment, specifically the ProteinChip Biomarker System (Model PBS IIc; SN 2H399TC), its Ciphergen Autoloader attachment and the Ciphergen-configured Beckman Biomek 2000. 3) The ProteinChip? arrays shall include pre-written methods for the application of Ciphergen ProteinChip proteomics, and the methods shall be editable by the user for further customization of protocols. 4) The ProteinChip? arrays shall be configured to fit within a Ciphergen Bioprocessor for use with the Biomek 2000 robot. 5) The ProteinChip? arrays shall be configured to for use with the ProteinChip Biomarker System and Autoloader. 6) The ProteinChip? arrays shall have bar code on back of the array to allow scanning of each array as it loads in the reader, facilitating data tracking. 7) The contractor shall provide a minimum one year shelf-life for each array delivered under this SOW and warranty its performance during that time period. EPA believes Ciphergen Biosystems, Inc., is the only vendor capable of satisfying the requirements stated above as the manufacturer and sole distributor. The circumstance permitting "other than full and open competition: is FAR 6.302-1 -- Only one responsible source and no other supplies or services will satisfy Agency requirements. The North American Industry Classification System (NAICS) Code 325998, with a small business size standard of 500 employees, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualifications fully explaining there capability no later than 15 days after the date of this publication.
