- Description
- SSA-RFP-04-1066, EARLY INTERVENTION PROCESS DEMONSTRATION - PROGRAM MANAGER. The Ticket to Work and Work Incentives Improvement Act of 1999 (hereafter, the Ticket legislation) established many new programs and projects that are designed to remove barriers to employment for persons with disabilities. The Ticket legislation requires SSA to implement the Ticket to Work and Self-Sufficiency program (Title I of the Ticket legislation), makes changes to Medicare and Medicaid programs (Title II of the Ticket legislation), and provides SSA with the authority to undertake certain demonstration projects or experiments to test alternatives to current program work incentives (Title III of the Ticket legislation). This requirement relates to a demonstration project under section 234 of the Social Security Act which was added by section 301 of Title III of The Ticket Legislation. The purpose of this contract is to provide support for a small-scale Early Intervention Process Demonstration (EIPD) project, of which the contractor, hereafter referred to as the Early Intervention Program Manager (EIPM), will be involved with the implementation and management activities. The information and final results obtained from the EIPD project activities will be used to assist the Social Security Administration (SSA) in evaluating the processes developed for the EIPD. (The process evaluation will be conducted separate from this contract). The activities specified in the Statement of Work (SOW) will test, on a small scale, early intervention (EI) processes and procedures at sites within three selected process evaluation States - New Mexico, Vermont, and Wisconsin. Ultimately, the EIPD will provide information on the methods, procedures, and practices involved in selecting EI participants; the interventions that the participants require; the cost of the interventions; and ultimately the feasibility of using two service-delivery models (models discussed under Background section). Chief responsibilities of the EIPM will be to develop and implement an infrastructure of Return to Work Specialists, service providers, and other stakeholders; develop and manage a computer system that can be used in several demonstration projects; manage the day-to-day early intervention activities; and collect data from the project to be used to evaluate early intervention processes and procedures. The EIPM will also provide training, training materials, and maintain a toll-free telephone number and a website to disseminate information. The government anticipates the award of 1 cost-reimbursement type contract for a 4.5 year period of performance.
